In today's world, the economic development becomes increasingly complicated and changeable and the economic indicators turn to be more confusing. Competition is more ferocious. Therefore, exercising macro control over the economy through fiscal policy and many other means in the light of the reality of the country has become an im-portant role of the government in market economy. It is also an important way to ensure a healthy development of the market economy. Since the opening up, the economy oi China has embarked on the healthy "fast track", the development of the socialist mar-ket economy has been going deep forward and valuable experiences have also been ac-cumulated these years on the adoption of fiscal policy and other means in macro con-trol. However, it is still an issue imperatively to be resolved in practice and theoretical studies as to how to draw on experiences of the developed countries in controlling the economic development through fiscal policy and other means; how to institute a system of macro control especially a fiscal system commensurate with the socialist market econ-omy. To this end, an in — depth and systematic study is carried out on several theoreti-cal and practical issues in the macro control and fiscal policy under the condition of the socialist market economy, especially during the economic transition period. The study is conducted under the guidance and instruction of Professor. Liu Bangchi and based on my years' of study and experience. The study is entitled Macro Control and Fiscal Pok-ey and has used abstract analysis and case studies, historical review and current obser-vation, quantitative analysis and qualitative analysis and comparative study and explor-ing creation. It has brought a theoretical insight into and operative recommendations on several issues on the strengthening of the macro control and the improvement of the fis-cal policy based on the summarization of the law of economic development for the past 50 years especial the last 20 years since the opening up.This paper has applied stratun-iized analytical approach, i . e looking from the eco-nomic operation to macro control and from the macro control to the basic means of con-trol. The paper consists of three parts.The first part mainly studies the basic theories in the economic operations and con-trol and stresses the necessity of strengthening the macro control in Chinese economy.
