This paper on the transfer and migration of the surplus farm labor in China, focuses on a case study of Zhejiang, China's eastern coastal province. First, the background and characteristics of Chinese surplus farm labor migration are discussed. Then, detailed analysis on the tendency and decision mechanism of the farm labors transferred to non-agricultural sectors are based on Zhejiang case. At last some recommendation of policies is presented. To be in detail, this paper consists of seven parts.In the first part, theories from home and abroad on the transfer and migration of farm labors are presented and briefly discussed. Although most of them has contributed a lot to the study on the transfer of agricultural labors in China, few of them focuses on the migration of transferred farm labors, which is becoming increasingly important for China to speed up the process of urbanization. In order to explain the background, characteristics of Chinese transferred farm labor clearly, some related terms are defined afterwards.In the second part, the characteristics of rural labors and transferred farm labors are clarified. According basic requirement of urbanization and physical characteristics of the citizens, the rural labors in China are classified into eight kinds. Among them, two kinds of transferred labors are found to have the strongest potential to immigrate to the cities or towns, which are called transferred farm labors in town and transferred farm labors out of town respectively. At last, the characteristics of these two kinds are exemplified.In the third part, the background of the transferred farm labors is analyzed. To.be in detail, the change of some related institutional factors and other environmental factors are studied on. In addition, the model of "push-pull" is applied to explaining the influence of most of the external factors on the migration of the transferred farm labors.In the fourth part, the empirical analysis of the transferred farm labors in China is focused on. There are two forms of farm labors transferring to non-agricultural sectors in China. Some labors transfer in rural areas, which is called in China "Leaving from agricultural sector without moving out of the rural area, working in the factory without entering the city", and some transfer out of rural areas. In fact, these two kinds mentioned above can not be regarded as real migration of population but just change of occupation, which is quite different from the experience of most western countries. In order to find what hinder them immigrating into the cities or towns, the model of "push-pull" is applied. Base on theiiiinvestigation sample, we find that their unwillingness to give up their contract right to rent village land at low price is the most important factor. In China, the arable land it is a kind of safeguard for farmers to keep the land use right, so that they can return to farming for survival in case the non-agricultural enterprise they worked for gets bankrupt. Thus, few of them has given up the contract right to rent the land and few of them become citizens. What's more, the expensive houses and the large expenditure in cities also play an important role in influencing their migration decision.In the fifth part, the decision mechanism of migration is explained. Based on the analysis mentioned in the first four chapters, a decision model comes into being. In this model, not only the environmental factors is put emphasis on, but also the individual characteristics is attributable to the migration decision. Then, the model of logit is applied to clarify the factors influencing the immigrants' behavior.In the sixth part, some typical cases are presented. One refers to how to reform the land institution from the point of rural areas to further the migration of transferred labors, the other refers to how to enhance the length of "pull" from the cities and town. Both of he two cases set good examples in furthering the migration of transferred labors to speed up urbanization.Finally, some conclusions...
