The report of the Nineteenth National Congress of the Communist Party of China proposed to implement the strategy of village rejuvenation and the strategy of coordinated development of the region,and to build a coordinated urban development pattern for large,medium and small cities and small towns.In the process of urbanization gradient from large and medium-sized cities to small cities and small towns,the important role of small towns in the urban structure has been increasing.However,due to the limited economic resources,it is difficult to promote the development of all small towns.Therefore,there is a need for planning,selective and focused support for the development of characteristic small towns that can radiate rural areas and promote coordinated development of the region.This article reviews the background of the development of characteristic small cities and towns in Hebei Province and analyzes the status quo of the population scale of characteristic small towns.It draws the basic conclusion: firstly,The development of small towns in Hebei Province has shifted from the pursuit of quantity to the pursuit of quality.In the future,the development of small towns will focus on the construction of characteristic small towns.Secondly,Although characteristic small cities and towns have a certain population size,the average population size only reaches 13,430.Overall,the population size of characteristic small towns is still low.Thirdly,The population size and land use in the township have not yet been optimally configured,and the scale effect and agglomeration effect of characteristic small towns have not yet played a role.According to the law of urbanization development,it can be seen that the current population size of characteristic small towns needs to be improved and it is difficult to form endogenous development mechanisms.Therefore,based on push-pull theory,cost-benefit theory and institutional change theory,at the same time drawn on the relevant views of domestic and foreign scholars,this paper starts from the evaluation of satisfaction of agricultural transfer population to the construction of characteristic small cities and towns innovatively,and adopts descriptive statistical analysis,binary logistic model,cross-contingency table analysis to study the willingness of migration for agricultural transfer population and its influencing factors.The results of the study show that the willingness of the transfer of agricultural transfer population to small cities and towns is low.the factors that affect the migration of agricultural transfer population mainly include five dimensions: employment quality,urban development,urban integration,cost of living,and institutional system.The employment quality and institutional system are the most significant in the five dimensions.The results of the study are mainly explained from three points.First of all,the willingness of the transfer of agricultural population to migrate to small cities and towns is low.Second,the quality of employment,urban development,urban integration,cost of living,and institutional systems have a positive impact on the willingness of rural residents to transfer rural areas.Finally,the migration of agricultural transfer population faces the difficulties of small cities and towns in the following areas: employment quality needs to be improved,urban development needs to be promoted,urban and township integration needs to be strengthened,cost of living needs to be reduced,and institutional supply needs to be innovated.In order to improve the willingness of migrating small towns with the characteristics of the transfer of agricultural population,this article proposes policy recommendations based on the three responsible parties: government,community,and business.From the government's point of view,we must not only cultivate distinctive industries,drive the transfer of agricultural migration,but also innovate the institutional supply to ensure the transfer of agricultural migration.At the same time,it is necessary to further promote the construction of cities and towns to attract the migration of agricultural transfer population.From the perspective of the community,on the one hand,it is necessary to enhance the cultural charm of the community and create an atmosphere for urban integration.On the other hand,it is necessary to improve the community management mechanism and encourage the residents to participate equally.From the perspective of enterprises,the first is to upgrade the skills of the agricultural transfer population and raise the level of employment.the second is to improve the working conditions of the agricultural transfer population and ensure stable employment.The main innovations of this article mainly include three aspects: First,the research on the willingness to migrate population has been extended to the research areas of characteristic small cities and towns.It has not only enriched the research content of population migration theory,but also broadened the scope of research on characteristic small cities and towns.Second,drawing on the research on migration of population at home and abroad,the evaluation of the satisfaction degree of the agricultural transfer population for characteristic small town was introduced into the analysis framework of the population migration willingness,and beneficial exploration was made on how the evaluation of the degree of satisfaction of the agricultural transfer population affected the population migration.Third,it is a quantitative analysis of that influence factors of the willingness of small town with the migration characteristics of the population by constructing a binary logistic regression model.And combined with the cross-coincidence table analysis method,the dilemma faced by the migration of agricultural transfer population to small cities and towns has been identified.
