Although the global economy was made great progress in past near fifty years, which brought the environmental problems mat created serious threats for the survival and development of huraankind selves at one time, environment and development have become themes to be attended in the world.Since the 1st environment convention of UN in 1972, the environmental problems were being regarded widely and a series of the active effort were made by the decision-makers and the scholars of each country, but environmental administration and environmental protection couldnt obtain expectant effect Wilh regard to the globe, environmental problems had outcome to the global disaster from regional harm. The forest environmental problems with the characters of biodiversity decreasing sharply, species depopulating speedily, soil degradation, forest ecological function declining rapidly, and natural disaster happening continually represented outstandingly in developing country. Since the reforming and opening in 1978, the forest environmental construction has acquired great achievement in China, but the status of the forest environment is quite austerity also.The root cause of the forest environmental problems coming into being was short of managerial innovation for the forest environmental sustainable development. It couldn't be implemented the effective accommodation and control that the forest environment was disadvantageous affected by the human producing fashion and consuming mode, the forest environmental capital was turned into the economic capital rapidly and the forest environment was unsustainable single-utilized unsustainable. It was short of incentive to turn the forest environmental users' attitude and behavior into being beneficial society automatically.This paper takes the theoretical and practical fruits in the environmental economics and management up to the present as the basis, discusses the theoretical framework and practical problems of sustainable developmental management for the forest environment aiming at the forest environmental problems, objectives of which are to resolve me forest environmental problems and to realize sustainable utilization of the forest environment in China Some main conclusions in this paper are as follows:1. There is a source relationship theory of sustainable development with the limit to growth, theory of
