Study On Rural Resources Destroy And It's Restriction Mechanism In Northwestern China

Abstract Being the material base in the development of economy, ecology and society, agricultural resources in Northwestern China has been seriously destroyed in last fifty years. No matter the rural economy reform in the late of 1970s or at the period of Western Development now, there are generally lack of corresponding reform in rural resources management system in China which leads to some deeper mechanism problems of Northwestern Rural Resources Destroy (NRRD)Chapter 1. Summary of the Related Study. First, the author has discussed the background and significances of the study on NRRD and its restriction mechanism from the following points: world sustainable development strategy, western development in china, anti-poverty strategy and the rural resources management system. Then, Rural Resources (RR) and its related concepts has been defined. Especially, the concept of Resources Base which is defied in a dynamic thinking in RR. Next, the study trend outer and home have been summarized.Chapter 2 Positive Study on the Mode of Rural Resources Utilization in Northwestern China. From the point of sustainable utilization of RR, the author has studied the characteristics and regularities hidden in the mode of Rural Resources Utilization (RRU). From the establishment of RRU by now, there are five different stages of RRU in Northwestern China: the traditional mode of large-scale development, the traditional mode of man-made plunder utilization, the mode of overexploiting utilization featured with improper input and lack of maintenance, the mode of industrialization-and urbanization-inclined utilization, the transitional mode to exploration and innovation. Looking back, the differences between the improper ways which festered RRU in Northwestern china and the sustainable utilization way were the cost of destroy rural resources was not burden by destroyer but by others. And the result of NRRD didn't narrow the gap between the Northwestern china and the Eastern china but widen.Chapter 3 Study on NRRD and Its Evaluation. The author has calculated the endowment of the rural natural resources in Northwestern provinces by the approach of fuzzy algorithm, which shows that the endowment level in shaanxi and Gansu provinces is relatively high, and Xinjiang, Ningxia and Qinghai provinces is quite high. Next, the author has described and analysis the situation of typical Rural Resources Destroy (RRD). Based on the fact, the author has calculated the amount of economic loss of RRD in Northwestern provinces. Meanwhile, the environmental resources loss has been described through the impacts of environmental changes to production cost and prices of goods. The author also calculated the human health loss caused by the destroy of rural water resource through the method of conjecture and human capital, the total loss is about RMB 1.5 billion yuan per year. Last, the author has calculated by the way of AHP and summarized that destroy degree of rural resources overall Northwestern China is in grave - destroyed level.Chapter 4 Analysis of Northwestern Rural Resources Destroy (NRRD). The paper analyses from micro-operating of NRR which included farmers and village-township enterprises. We can summarize the all kinds of expression of NRRD of micro-operating through analysis the basic charactors of farmers and village-township enterprises, such as: short-term in operation, plundering the resources potential, incentive uncompatibility relation with government on operation target. The factors caused the NRRD have four terms: the compounding body of RR rapidly increase, the rights of RR were not clear and defined, the vague relation between RR destroyers and RR management branch was, and so on. Not all these factors must contribute to destroy in RR, the key lie in the responses of micro-operating body under the guild of market when the all factors were shown.
