Party Politics Perspective, The Chinese Party And Government Relations Research

The question of relationship between party and government is the key problem of political restructuring in China, it is also a question need to be researched further. I will study this question in this thesis in the frame of modern democratic politics, from the perspective of political party.The traditional style relationship between party and government came from the practice of the period when the Party was partly in power in the revolutionary base, fully grew in the period of planned economic system. "Substituting functions of the government by the Party, not separating functions of the Party from those of the government." was its main characteristic," "the power of the state was too centralized in the Party" was its main cause. With the adoption of new policy of reform and open to outside, this question was considered as the first question to resolve in political restructuring. But this questions has unresolved till today. I thinks, this problem mainly results from the way of thinking, we have not studied it from the perspective of democratic politics, because there is no objective and subjective foundation .With the development of market economy, the turn from the revolutionary party to ruling party, study this question from the perspective of democratic politics, in the modern democratic frame, has becoming the common opinion.the relationship between the party and government in essence is the relationship between the ruling party and public power. Party, people and public power and their interactive relationship constitute the basic frame of modern democratic politics. The design of the relationship between the party and government must considered the element " people". The political party is the bridge which links people and public power, so it must express people's interests faithfully; The political party controls public power on behalf of people, and is the extension of hand that the people controlls the public power, so it must realize people's interests. On the one hand ,it requires the political party not to break away from people and agrees more on public power ; On the other hand, it requires the political party to accept people's supervision. All political party, including the ruling party must observe these basic demand and can't get away from it.But the relationship between the party and government in every democratic country has its own particular restriction factor. Combine the basic principle of democratic politics and concrete practice of our country, it is an inevitable demand of social development to establish a kind of new-type relationship between the party and government.The new-type relationship between the party and government is such a relationship that in the frame of the Party, people and public power, on the base of government system efficient operation, the ruling party collects people's demands and suggestions and becomes them into party's policies, commends Party members as candidate admitted by people to serve as government official through the legal procedures in order to control power of government and realize party's goals andpeople's interests. The value goal of new-type relationship between the party and government is" strong political party, small government, big society".Basic principle of restructuring the new-type relationship between the party and government is to combine the need to uphold the Party's leadership and to ensure that the people are the masters of the country with the need to rule the country by law.
