Important Guidelines And Practical Research On Modernized Governance Of State-owned Enterprises Led By Party Construction

The Third Plenary Session of the 18 th CPC Central Committee clearly pointed out that the overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics,and to promote the modernization of the national governance system and governance capacity.The Fourth Plenary Session of the 19 th CPC Central Committee focused on the "governance of China",made more comprehensive arrangements for the reform and development of state-owned enterprises under the new situation,and defined the modern enterprise system with Chinese characteristics,which provides the target guidelines for the comprehensive deepening of reform and the improvement of modern governance capacity of state-owned enterprises.As an important part of the national governance system,the governance system of state-owned enterprises needs to effectively unify strengthening the leadership of the Party and improving corporate governance in the process of modernizing the governance of state-owned enterprises,continuously improve the supervision and management system of state-owned assets,and promote state-owned enterprises to always be stronger,better and bigger in the right direction with solid and effective party building work of state-owned enterprises.This paper takes the current situation of Party building leading modernized governance of state-owned enterprises in District F as an example for research,summarizes the basic practices and achievements of Party building leading modernized governance of state-owned enterprises in District F,analyzes the main problems in the process of Party building work of state-owned enterprises in District F,elaborates the main causes of these problems by combining the theoretical basis of public management discipline vision,and proposes countermeasures and suggestions for Party building leading modernized governance of state-owned enterprises in District F by incorporating the previous research results of experts and scholars.On the basis of the previous research results of experts and scholars,we propose countermeasures and suggestions for the modern governance of state-owned enterprises led by party building,taking into account the requirements of party building in state-owned enterprises in the new era and the actual situation of state-owned enterprises in F district,so as to better promote the high-quality development of state-owned enterprises in F district with high-quality party building work.The first part is the introduction,which briefly describes the background of the study,summarizes the theoretical and practical significance,and systematically compares the current situation of the research on modernized governance of state-owned enterprises led by party building.In the second part,the connotation and theoretical basis of party building-led modernized governance of state-owned enterprises are explained from the relevant concepts and theories.The third part analyzes the relationship and important guidelines between party construction and governance system of state-owned enterprises,analyzes the relationship between party organizations and corporate governance subjects,and composes the content and requirements related to party construction leading modernized governance of state-owned enterprises based on important discourses and policy documents.The fourth part analyzes the basic practices and achievements of Party building leading in District F from the combination of theory and practice.The fifth part analyzes the problems and reasons in the process of modernizing the governance of state-owned enterprises led by the Party building,taking into account the actual work of the Party building of state-owned enterprises in F district.The sixth part is the specific countermeasures,combining the problems existing in the Party building leading in state-owned enterprises in District F,and putting forward relevant opinions and suggestions for the Party building and governance of state-owned enterprises in District F.The seventh part is the conclusion and outlook,to promote the deep integration of Party leadership and SOE governance,and to lead the high-quality development of SOEs in Area F with high-quality Party building by further improving the modern SOE system with Chinese characteristics,further enhancing the effectiveness of SOE supervision,and further solidly promoting the construction of grass-roots Party organizations in SOEs.
