Personal Income Distribution is not only an eternal subject in the research of economic theory, but also a difficult problem in the economic practice. When we are making great achievements in the theory and practice of Personal Income Distribution, the phenomena of unfair distribution of personal income arise as China deepens its reform in market economy system by adjusting profit distribution pattern. Rational distribution of personal income is not only an economic issue vital to people's own benefit, but also a political issue crucial to social stability and national unity. As a result, a systematic analysis into this field is indispensable to the economics research.Under the guidance of the scientific distribution theory of Marxism, the paper makes a systematic and thorough research into the issue of Personal Income Distribution in the present China by using for inference the rational elements in the western economic theory, and by employing standard analysis and positive analysis. The paper holds the following view: Equalitarian distribution and the severe income gap are two main phenomena of unfair incomedistribution existing in the present society, and they are closely linked to the relatively low productivity, changes of income distribution systems, and different qualities of workers; The existing personal income gap is not a matter of polarization, but a matter of extremely severe income gap; In the short term, this tendency may expand, While in the long run, it will decrease gradually. The issue of unfair Personal Income Distribution can be solved by improving and perfecting distribution system, innovating distribution policy, and changing the concept of fairness.
