Nowadays, unemployment is a universal economic phenomenon in the world. It is deeply connected with the benefit of thousands upon thousands of people and the reform, development and stability of a country. Therefore, research on the issues of unemployment has great significance both in theory and in practice. In market economy, it's unlikely that unemployment will disappear. It is impossible to eliminate unemployment, but it is possible to moderate and control it. The purpose of the research on unemployment is to seek more effective methods and ways to harness unemployment. Unemployment during China's economic transition is an object of study of this paper. The paper consists of five chapters. The first chapter makes an empirical analysis of the supply of labor and the situation of unemployment during the economic transition in China. This chapter includes: 1) An analysis of China's labor resources. Abundant labor resources, increasing supply of labor, the overall quality of labor relatively low but gradually rising are the major characteristics of China's labor resources. 2) An analysis of the employment situation of China's labor. China's present situation of employment is characterized by the increasing rate of employment in aggregate population, newly employed population obviously decreasing, the increase of employment population in cities and towns taking pluralistic form, the great change of employment structure, the increase of non-agricultural employment in rural areas and strong mobility of rural labors. 3) A detailed and objective description of the China's present situation of unemployment. In recent years, the general situation of unemployment in China can be summarized as follows: the registered rate of unemployment in cities and towns is increasing, especially the unemployment workers of the enterprises in cities and towns increasing hi large scale. As the hidden unemployment is severe, the real unemployment rate is quite high. Besides, this chapter makes a categorical analysis of the unemployment during the economic transition in China. The second chapter proves in theory the inevitability of the existence of unemployment during the primary stage of socialism. It also analyses the history of unemployment's coming into being, comments on Marx's Socialist theory of labor and employment. This chapter lays an emphasis on studying theoretically the naturalbasis and social conditions for the existence of unemployment during the primary stage of socialism, which are the theoretical premise of studying the unemployment issues during economic transition as China is carrying out the system of socialism. The third chapter mainly studies the issues of unemployment during the economic transition in China. As China is experiencing the transformation from planned economy to market economy, the problem of unemployment in China has obvious characteristics of transitional economies. The reform of economic system, especially the reform of labor employment system would inevitably reveal and expose the hidden unemployment problem which existed in SOEs for a long time, hence resulting in the increased population of unemployment. The dualism in economic structure in the process of industrialization causes the surplus labor in rural areas, and is also the bottleneck of the labor's shift. The change of the methods for economic growth has profound impact on Chinese employment. The adjustment of economic structure would give pressure on employment in the short term, resulting in the rise of unemployment rate. The economy changes from shortage to relative surplus leads to the increase of social unemployment population. The fourth chapter makes a comparative study of the policies and countermeasures of some foreign countries, including the major developed countries, developing countries, and the countries of economic transition. Although these countries vary a lot in national conditions, social systems and the level of economic development, there is much in their policies and measures we can make use of.The f...
