Good results have been attained in reforms in Chinese traditional monopoly industry of railway since China's reform and opening up. On the one hand,a gradual separation of the functions of administration from those of management is being carried out through the following steps:decentralization,all-round contract,production operation responsibility system and property operation responsibility system. On the other hand,the competence of the whole railway industry is being improved by streamlining and reorganizing.Otherwise,attributing to the long-term integration of government administration with enterprise,a number of problems still need to be dealt with such as how to speed up the modern enterprise system construction,how to decentralize the decision-making power to lower levels,how to build up competition mechanism,how to raise fund,how to perfect the property operation responsibility system,how to rationalize the calculation of the check-up indicators and how to realize the division of responsibility,powers and interests. The problems mentioned above were studies in present dissertation hereinafter.Firstly,the background and purpose of the study were puts forward,the present situation and the value of the study were sets forth,and then the contents,structure and theories & methods related were introducedSecondly,the reform in China's railway industry were reviewed and analyzed briefly,the present malpractices in China's railway system and the challenges brought about by internal traffic means and China's entry into WTO were emphasized and then the conclusion that China's railway system must be reformed ulterior is drawsThirdly,by analyzing the reform background,measures and results in Sweden,Japan and United States,the model countries with regard to railway reforms in the world,the writer points out that China can use their successful experiences for reference.Fourthly,in order to solve the lack of internal competition mechanism resulted from the present integration of government functions and enterprise management,"separation of network and transportation",its principles and somemain problems brought about in its implementation are put forward.Fifthly,unfolds the main problems in the urgent task of constructing modern enterprise system from both macroscopic and microscopic perspectives,and advices to organize railway enterprise group linked by capital. Furthermore,the property between the state and the group and between the enterprises,and the principles for organizing the group are studied. Finally,the problem about organizing the railway freight and passenger transport company was discussed.Sixthly,fund shortage and operating risk resulted from the long-term centralized investment system. The mode of diversified investment and financing in railway construction that in order to solve fund shortage was studied.Seventhly,separation of property and the right to management is a soul of modern enterprise system of railway. Based on the Game theory and the main theories of information economics,the relationship between the appointer and the agent in railway property operation was studies;the relationship between the state and the Ministry of Railways,and between the Ministry of Railways and the enterprise was analyzed;and the method of how to decide the base number under either stable and random circumstances in the commission operation of railway property was studied;and both the agent's interests mechanism in property operation and how to fix the optimizing contract and the optimal strategy under random circumstances were studies also.Eighthly,on the basis of the agent's risk share model in Holmstrom and Milgrom,the risk evasion and the effect of the staff's property on risk share was studies,and the reasonable risk share proportion on the staff under risk evasion and property restriction was analyzed,and the effective environments for different restrictions was probed into further.Finally,concludes the thesis,and displays both its creativity and the problems for further study...
