China's agricultural financial organization system is an important part of China's financial system, and the development of China's agricultural economy has an important position in the national economic development. Therefore, studying China's agricultural financial organization system is of dual significance and importance. Research on this subject can, on the one hand, provide material and reference for China's financial system reform as a whole; one the other hand, it can provide an in-depth sight of the field and help the author to absorb the outcomes of the scholars' research. It is just for this purpose that the author has made research on this subject. On the macro aspect, to study China agricultural financial system is of greater significance. China's agricultural economic development problem has a direct bearing on China's economic and social development as a whole, and constitutes a basis of development of China's economy. The modernization and all-round development of the national economy will not be possible without the modernization of agriculture and the development of agricultural economy. Especially in China where 80 percent of its population is in the rural areas, the healthy development of agricultural finance will play a great supporting role for the development of agriculture because agricultural finance can play an intermediary role in the course of agricultural production and agricultural financial institutions can raise and distribute funds to support the development of agricultural economy. Different economic entities, no matter traditional organization or newly emerged township enterprises, all need fund support of agricultural financial institutions. The establishment and perfection of agricultural financial system will have far-reaching effect on both China's financial system reform. On the aspect of logical structure, the essay is based on the basic financial theory and issues, studies and analyzes the features, functions of the financial system of those typical foreign countries and the roles they play in financial industry. In the part of financial organizational system, the author analyzes policy-oriented finance, commercial finance and cooperative finance consecutively, and then discusses China's agricultural financial organization system as a whole. The essay features research methods of combining theory and practice, practice of domestic and foreign countries, concrete and abstract research, static and dynamic analysis. Some developed countries in Europe and U.A and some developing countries (such as India) have provide us with good reference in choosing agricultural financial system. It is more necessary for China to reform and perfect agricultural financial organization system. Therefore, China's agricultural policy financial system must be further improved and the various functions of China Agricultural Development Bank (CADB) must be improved to analyze the problems that CADB has met in its development deeply and comprehensively, and to take specific measures. Policy financial institutions are related to the macroeconomic results and long-term goals of distribution of financial resources, and aims to support the industrial policy of the state. In consideration of the conditions of China to support the development of its agriculture, China should tap the experience of foreign countries in establishing and development agricultural policyfinancial institutions so as to improve agricultural policy financial organization system. At present, CADB in several years since its establishment has made some achievements in supporting agricultural development and purchase of agricultural products, but some problems still exist in regulation. For instance, its organizational setup should be further improved and its funding sources are irrational; many problems exist in fund utilization such as unhealthy coordination between liabilities and assets, bad asset quality and slow cash flow.
