WTO Agricultural Negotiation And Establishment Of Chinese Legal System Of Agricultural Subsidies

After China's access to WTO, the other WTO members have so much misunderstanding to Chinese agricultural subsidies because they are irregular. They think the reason of growth of agriculture production exporting is the government subsides, so they take countervailing and antidumping measures in order to prevent China's agricultural production exporting. But the real is that China is so short of agricultural subsidies that the quality and technology of Chinese agriculture production cannot reach the general set standards so that agriculture production of our country is often restricted by other members. On the contrary, some powers of exportation of agriculture production, such as the USA, EU, and Japan all take advantage of the complete legislative system on agricultural support and protection to strengthen agricultural subsidies so that they can guarantee the highly international competition of the agriculture production. So constructing the uniform legislative system on agricultural subsidies is the road we must follow to strengthen the international competition of the agriculture production.The article consists of three parts except introduction remarks.Part â…  , the author mainly introduce the measures of agricultural subsidies provided by WTO Agricultural Negotiation. Besides, the author evaluates these measures.Part â…¡, the author introduces the Chinese promise for WTO and present legal situation of agricultural subsidies and also evaluate them in order to address the problems of Chinese agricultural subsidies.Part â…¢, the author analyzes the necessity of establishing legislative system of agricultural subsidies inside and outside from security of the state, economical, legal and social angles.Part â…£, this part is the mainly body of this article. It presents a new agricultural subsides system. The most important thing is that it provides some concrete legal measures.
