It is a world-wide issue for to combat the corruption in governance and establish the clean governance. China commences to build up a particular system to prevent corruption in governance since its beginning of Reform and Open-to-the-outside Policy. However, the system has its life-span. When we confront the social transition time when is labeled as socialist market system, great changes have appeared in the social systems and some blank stripes become the greenhouse of corruption in governance. The result is that there appears tremendous corruption in governance as Britain in 18th century, United States of America at the end of 19 century and Chinese Taiwan in 1960s. Along with the tremendousness, there is also a variety of different new types of corruption in governance. During the social transition, the shift from the old economic system towards the new economic system brings many blank stripes where sprouts out many a corruptions in governance. The essence of such corruptions in governance is that the political system, especially the governance system does not follow the suit of the shift of the economical system.Although China has made great success in preventing and combating corruption in governance, the prevention system has some essential fatigue, which causes continuous sprouting and expanding of the corruption in governance. Hence, some research on this has practical and theoretical values. This is also the value of this dissertation.Chapter 1 of this dissertation is an introductory illustration of this dissertation. It paraphrases the value and meaning of this dissertation, the framework of the content, the key concepts and the research methods applied in this dissertation. This chapter analyses the present frontage of the researches on this topic of clean corruption, illustrates the changes and innovation of establishing clean governance which has the major theoretical and practical values, explores the key concepts of this dissertation such as corruption, clean governance system, innovations of clean governance system, and then gives a brief introduction on the features, framework and research methods.In Chapter 2, the history of the clean governance system establishing in China since 1949 has been looked backward, and a summary of the relative experiences and lessons has been offered. This chapter analyses the features, degrees and sources of thecorruptions in governance in the particular period, which exploits the laws of combating corruption in governance in the socialist circumstance and provides the foundation and possible innovation for the system innovation.Chapter 3 takes a particular study on the combating corruption experiences in Hong Kong SAR. In 1970s, Hong Kong had rather severe corruption in governance so that nearly any government official was guilt of bribery, however in 1990s, the government is one of the cleanest in the world. Hong Kong's success illustrates that prevention of corruption is possible so that its experiences of innovation of clean governance system has become the treasure of the world.Chapter 4 analyses the fatigue of the present system with the application of the institution analysis. Based on the researches, the present problems of the clean governance institutes have the following problems: The laws on clean governance are not complete; the present personnel system has severe fatigue. The innovation design of clean governance system is the key to the final solution. This dissertation shifts its emphasis on prevention of corruption, and puts forwards some suggestions such as (1) initiating a particular law 'Anti-corruption Law' in order to establish a complete legal system; (2) making a 'Sunshine Law' to require all the state officials to proclaim their properties; (3) making a'Government Clerks Law'; (4)Supervision Law; (5) 'Press Law'; (6) 'Government Information Open Law',; ( 7 ) 'Financial Supervision Law'; (8) at last but not the least, it is important to establish a clean governance institution.Chapter 5 is the solution of the resear...
