The Research On The Cultural Construction Of A Clean Government In The Perspective Of Culture Governance

After the Third Plenary Session of the eighteenth Central Committee of the Communist Party of China, "promoting national governance system and governance capacity modernization" has become an important issue, "culture governance" as a concept extended from "national governance", it is a reflection that the governance theory is used to the cultural field. "Culture governance" has broken through the limitation of "cultural management". It emphasizes that the multiple culture governance subjects are involved in the cultural affairs. "Culture governance" provides a new perspective for the cultural construction of a clean government in China.For a long time, the cultural construction of a clean government is under the control of the government of the Pyramid governance structure. Under the perspective of culture governance, the role of government is "meta governance", and its duty is to establish the clean politics culture policy and plan. The enterprises, as a cooperative governance subject, provide the clean politics culture products and service. The citizens, as another cooperative governance subject, participate in the clean politics culture creation and innovation. The relation between the multiple culture governance subjects is a partnership of equality and cooperation, dealing with the contradictions and conflicts in the way of communication, consultation and negotiation.On the basis of the fit analysis between the culture governance and the integrity culture construction, we propose the construction path of the integrity culture in the perspective of culture governance. Firstly, constructing the multiple culture governance subjects of integrity culture, reconstructing the role and responsibility of government and enterprises, cultivating the citizens consciousness of cultural participation. Secondly, integrating the integrity culture governance resources, creating a unique integrity cultural brand, and innovating the channels of the integrity culture. Thirdly, establishing the information sharing mechanism, interest balance mechanism, supervision and evaluation mechanism, realize open, transparent and reflect.
