A Study On Environmental Policies Of Sustainable Development And It's Evaluation

Environmental policies are an important part of implementary mechanism of sustainable development strategy and a hot issue of sustainable development. This thesis comprehensively applies theories of sustainable development economics, environmental economics, policy science and technical economics. It makes profound and systematical research on and empirical analysis of contents and evaluating methods of environmental policies of sustainable development. The whole thesis is divided into 5 parts as follows.The first part is the first chapter, summarizing the present foreign and domestic situation of research on related theories of evaluating environmental policies. It puts forward the targets, contents, methods and technical paths of research of this thesis. The second part-the second chapter studies the subjects of sustainabledevelopment concerning the environment. From the angle of utility of environmental resources, it points out that the reality of conflicts between the environment and the economy results from the competition between the productive utility and the survival utility of environmental resources. It puts forward that it is the key to sustainable development of the environment to achieve equilibrium of two kinds of utility. It also studies the character of dynamic equilibrium between the sustainable developing environment with the economy and works out a dynamic equilibrium model in all conditions. The third part includes Chapter 3 and 4, analyzing the relationship between sustainable development strategy with average environmental policies. It gives the definition of sustainable development policies and the characters of transferring average environmental policies into sustainable development environmental policies. It also compares Chinese and Japanese environmental policies in respects of social background, system structure, principles as well as implementary mechanism, and thus exposes the differences of environmental policies between developed and developing countries. The fourth part includes Chapter 5 to 7, studying the concepts, significance, objects and procedure to evaluate sustainable development environmental policies. It figures out the target system, index system, method system, contents of analyzing evaluation results ofevaluating sustainable developmental policies as well as countermeasures to propel evaluation of sustainable development environmental policies. The last part, on the basis of analyzing Chinese present situation of environmental policies, makes an objective assessment of Chinese environmental policies and also puts forward Chinese environmental policy system and direction of innovating implementary mechanism of environmental policies..
