This dissertation attempts to analyze the historical evolution of the CPC's (the communist party of China) thought on the talent resources, aiming at summarizing experiences and lessons, which may be of some value to the great cause of building China into a well-off society and rejuvenation of the Chinese nation.The basic framework is as follows:Chapter one illustrates the concepts, characteristics and functions of talent and talent resources, holding that talent resources is a general reference to all those who, with a comparatively high level of education and comprehensive quality, are able to create new value and value to promote the development of human society, playing a dominant role in the advance of contemporary science and technology, talent resources has become the most important resources in the economic society. Its exploitation is thus extremely significant. The construction of talent resources the world over has taken new steps. A comparative study is also made in this chapter between the thought on talent resources in China and that in the west. Based on abundant historical data, the author finds out that the concept "talent resources" was first put forward by Mao Ze-dong on October 16,1942 in his Comment on Berlin Announcement, instead of by him in 1955 as some scholars hold.Chapter two makes a brief review of the CPC's thought and practice on talent resources before liberation and investigates the twist and turns the CPC experience in this respect after liberation. As a development of Marxist theory of talent resources, the "unite-educate-reform" policy of the first generation of the CPC leaders played an important role in Chinese Revolution and Socialist Transformation. But since the late 1950s, the CPC deviated from the direction of "respecting knowledge andtalent". Mistakes were made during the ten-year "cultural revolution". Emphasis was put wrongly on class struggle. Quite a lot of academic authorities were wrongly persecuted and CPC's thought on talent resources was distorted. Meanwhile, comrade Zhou En-lai and comrade Deng Xiao-ping insisted on the correct talent policy, which helped China gained achievement in science and technology.Lessons can be drawn from this period, that is, we should respect knowledge, value talents and build up a system of talent selection; we should have a correct understanding of "both red and expert", select talents with both ability and integrity and handle the relationship between work and politics appropriately.Chapter three analyzes the CPC's thought on talent resources in the initial stage of reform and opening -up. After the Cultural Revolution, especially after the year 1978 when the 3rd Plenary Session of the 11th Central Committee of the CPC was held, the CPC brought order our of chaos and established the central position of economic construction. The CPC's thought on talent resources got on the correct track. A succession of mistake of "Left" deviation was corrected, and the CPC turned over a new leaf in its thought on talent resources. From international competition and historical development, the CPC had become keenly aware that economy. Politics and culture are closely related to science, education and talent resources. Regaining recognition that "intellectuals are parts of the working class", putting forward a creative proposition a climate for respecting knowledge and talents, the CPC has formed its basic policy and strategy on talent resources in the new stage.The concept "talent resources, the first resources " is illustrated in chapter four. In the 13 years since the 4th Plenary Session of the 13th Central Committee of the CPC was held, the CPC's thought on talent resources has developed with each passing day. The concept "talent resources, the first resource" has taken shape and struggle of rejuvenating China through science and education has been decided on.
