The quantity of higher institution and its total scale in Shaanxi Province rank fourth in the whole country. According to education investment in manpower capital theory, we seem can draw a conclusion that Shaanxi Province is the large province of talent resources. However, the economic development level of shaanxi is quite backward. Why cannot the local talent resources be matched with the economic development? Why talent capital was not turned into the local economic advantage? Aiming for the above problems, this thesis investigates history and current situation of Shaanxi talent resources, and explores dependence of Shaanxi local talent resources and economic development with comparing and analyzing, grey related analyzing, economy measure analyzing, systematic dynamics, etc; and sets up SD model of Shaanxi talent resources and economic development with the systematic dynamics; and does further research on the relation between Shaanxi talent resources and economic development. Research contents and main conclusion are as follows: (1) Comparing and analyzing average level of talent resources in Shaanxi and whole nation, this thesis draw a conclusion that the current situation of local talent resources in Shaanxi Province is less total amount, low utilization, serious unreasonable distributing phenomenon. (2) Summarizing other resources distribution, which influence talent utilization, this thesis sets up talent environment index system; Knowing the environment of talent in Shaanxi at present by questionnaire investigation, this thesis sets up the talent environment index system that is a part of the compounded system of the talents,economy and environment, and offers the theoretical foundation in order to structure the environment development system of talent resources in Shaanxi. (3) With the grey related analytical method, this thesis analyses the influence power between talent system, economic development system, and talent environment system. Through analyzing the influence power between every factor of every system, find what had the biggest systematic influence with talent is the per capita fiscal revenues in the economic development index system; and the per capita fiscal revenues are the most related with the talent innovation index in the talent resource index system; talent compounded index is most related with the turnover of technical market in the talent environment index system. (4) With the grey related analysis result and system dynamics method, this thesis build a SD model; utilizing the Shaanxi Province statistics in period of 1995-2002 years to examine SD model, and emulating the talent utilization of 1996-2011 years; the result indicates that if increasing the proportion of R&D expenditure to GDP and turnover of technical market can promote talent utilization notably. (5)Utilizing result of questionnaire-investigation and SD model, this thesis sets up environment development system of Shaanxi talent. And this thesis indicates that talent strategy of Shaanxi should focus on creating a good environment to employ the right talents, retain talents, and attract talents to Shaanxi in the future.
