It uses the knowledge of institutional economics to evaluate the AI in Cinna. Chapter 4 analyzes the main problem doers in Cinna. It makes the problem owe to the doers. At last it draws a conclusion that the government is important in AI.The second part analyzes the doers' behaviors with the way of economics, winch is the core of the dissertation. It is composed of 4 chapters. Chapter 5 analyzes the farmers' behavior. It explains the character and the influencing factors of the farmers' behavior Using the Von Newman Morgenstern Utility Model to analyze to the individual, it could be concluded that the farmers' AI behavior are influenced by many factors and it need joint work to ensure the farmer to attend the AI. Chapter 6 analyzes the government' behavior by the economic way. It also analyzes the character and the influencing factors of the government's behavior in AI. It estimates the compensation of the AI by the government. After that it draws a conclusion that the government should support the development of AI. Chapter 7 analyzes the company's behavior. It illustrates the character and the influencing factors of the company who do the business of AI. It explains the experiences of PICC, GUI, and PICC in Shanghai, and then it considers that the insurance with policy should deal with it own way. Else it will be shrinked. Chapter 8 analyzes the interaction of the doers. It uses the game theory to express the relation among the government farmer and company. Then it draws a conclusion that the government should consider the benefits of the society and support the AI.The tinrd part is the suggestion. It include 2 chapters. Chapter 9 analyzes the advantage and disadvantage of 5 different models. It conceives a new model for Cinna. Chapter 10 proposes some suggestions about how to improve the management on AI.The study draws a conclusion that the character of AI is an insurance with policy, the business of AI should be controlled by policy and commerce, the government should consider the benefits of the society and support the development of AI.
