Innovatory And Empirical Study On Estimating Theory And Method Of The Progress On Science And Technology

The contribution of technical progress in economic growth is one of key question of modern economic growth theory. Using theory and Empirical methods, this question has been studied by many economists. Based on technical progress and economic growth in Heibei province, Using potential analysis method, Innovatory and Empirical Study on Estimating Theory and Method of the progress on Science and Technology was made in this paper.In chapter 1, 2, the history of economic growth and technical progress was reviewed, the theory and model of technical progress in modern economic growth theory was introduced and the main study results and estimating methods on technical progress were summarized. In chapter 3, the potential analysis theory and methods were studied, the concept and calculating method of potential coefficient were put forward.In chapter 4, based on potential analysis theory and method, using CD production function, the extent of allowing play to the efficiency of resources during economic growth in Hebei province was studied. The concept of comprehensive potential coefficient was defined.Under the condition of constant scale reward, the results is that the capital potential coefficient is a function of capital output ratio, the labor potential coefficient is a function of labor productivity and the comprehensive potential coefficient is a function of capital output ratio and labor productivity.In chapter 5, based potential analysis theory and method, Estimating Method of the technical progress was studied. The method of adjusting coefficient of elasticity and theory formula comprehensive technical level was built up. Three kind of new estimating formula of technical progress ratio was put forward. The contribution ratio of technical progress ratio was divided into two parts: the contribution of capital output ratio growth and productivity growth.In chapter 6, based on potential analysis model, the Empirical Study on technical progress of Hebei province industry enterprises was made, including Hebei province, the important enterprises, ten important trades and eleven cities. According to the analysis, the contribution ratio level of technical progress in Hebei province was improved gradually, but the efficiency of capital output ratio was reduced year by year. The main reason is that the technical education was not very well and the good education people flood into other provinces and big cities.
