New Democracy Communist Party Of China During The Security Theory And Practice

The work of CCP's public security developed in the practice of Chinese new-democratic revolution. Its history was kept in close touch with CCP's history, Chinese mordern revolutionary history and PRC's history.The work of CCP's public security was founded in the white terror. Therefore it was greatly characterized by its concealment, high degree of centralized and ironlike discipline.At the beginning of CCP's foundation and during the Great Revolution in China, the work of CCP's security safeguard began. Its main task is to safeguard the Party's security and to defend the movement for workers and peasants. When the Great Revolution was defeated, the Party's defence organization, namely Central Special Department, was formally born in the white terror. With the armed struggle and the foundation of rural bases, the public security organs for the people's power, namely the Committee of Elimination of Counterrevolutionaries and political security bureau, came into being. During the whole times of new-democratic revolution, every Soviet area, anti-Japanese bases in the enemy's rear area, defence organizations and public security organs in the liberated areas were founded, developed and ripened under the leadership of CCP and democratic government, getting ready for enough conditions so as to build united-public security organs in new China.The victory of new-democratic revolution and the foundation of PRC opened the new chapter of Chinese history. Hence the work of the people's public security entered into the new history stage. The united organic system was established from grassroots to central government. The people's public security organs and police organs in new China are tools for people's democratic dictatorship, and the administrative power of public order characterized by state arms as well. Its fundamental aimis to serve the people heart and soul.Guided by Marxism-Leninism and Mao Zedong Thought, the work of CCP's public security during the times of new-democratic revolution was carried on under the leadership of CCP from central government to every grassroots' level government, according to the requires of proletarian dictatorship with Chinese characteristics, namely the theory of people's democratic dictatorship and revolutiorary practice. It played an important role in defending the rural bases, anti-Japanese bases and liberated areas; supporting the revolutionary struggle; downing with Japanese imperialism; overthrowing the rule of Jiang Jieshi; establishing and safeguarding the struggle of people's democratic regime. At the beginning of the country's foundation it played an important role in order to consolidate the newly-borned people's democratic regime.The work of CCP's public security has steadfastly carried out the CCP Central Committee's political lines, ideological lines and organizational lines from its birthday on. It developed in the practice of new-demicratic revolution and has gradually grown up fighting against both "Left" errors and "Right" errors, being against the old police habits and styles, boycotting the erosion of capitalist thoughts. In the course of its grown-up the work of CCP's security safeguard has gradually accummulated experiences and formed its own characteristics, superiorities and good traditions, leaving precious wealth for the work of people's public security in times of socialism.We are learning and studying CCP's history in times of new-democratic revolution so that we'can make a further effort to realize historic certainty and its developmental law that the work of security safeguard causes. As "One should take warning from another's mistake", we should be made more appreciative of historic experiences, more spontaneous of rationally realizing the mistakes which we made in history, what's more, finding out the reasons of system from it. Meanwhile, in the new era it makes us better carry on the characteristics and superiorities from the work of public security. It also make us betteradapt to the tendency of internationalization after entering the WTO.
