| On the basis of scientific summary of natural monopoly, natural monopoly efficiency and natural monopoly industry efficiency, the thesis analyses efficiency conflicts of modern natural monopoly industries and faults of nationalization, regulation and effective competition. Then, the author proposes a mode of effective market of natural monopoly industry efficiency and its fuzzy comprehensive evaluation system, which draw lessons from the theory of industrial organization and Porter's competitive strategy. After elaborating the features and paths of China's effective markets of natural monopoly industries and the means of efficiency improvement of state-owned enterprise and universal service under the condition of transition economy, the thesis analyses market efficiency of power industry and telecommunications industry through the mode of effective market of natural monopoly industry. The author emphasizes that the basic guideline for natural monopoly industry efficiency, including effective market structure, effective market conduct and effective market performance, is to promote combination of natural monopoly efficiency and competitive efficiency in which competitiveness and scale economy, competitiveness and regulation, competitiveness and monopoly, state-owned and private property, efficiency and fairness are compatible with each other. Because of transition economy, the effective market of natural monopoly industry will advance gradually.
