Study On Governmental Regulation And Enterprises Reaction

With the establishment of Socialist Market Economy System gradually and our country's joining the WTO especially, governmental regulation's function has been attaching more and more attention than before. As one of the fundamental ways for government to exercise its power, governmental regulation influences enterprises' development directly. Giving full play to enterprises' initiative role to governmental regulation, trying to find the most suited aspect between governmental regulation and enterprises' development and building benign inter-dynamic mechanism between governmental regulation and enterprises' reaction in order to put energy and dynamics into our enterprises' development, these are not only important for government to reform regulation but also necessary for enterprises to speed up reform and development contemporarily.This paper discusses the basic theory about governmental regulation and analyzes its necessity, purpose, process and methods systematically. In addition, this paper expounds the theory and practical basis about enterprises' initiative action to governmental regulation and reaction types, means and institutional environment with a new vision. And then, combined with the present conditions and main problems in our governmental regulation and enterprises' reaction, from two angles including government (regulator) and enterprises (being regulated), this paper puts forward relative suggestions for perfecting governmental regulation furthermore, stipulating enterprises' benign reaction and promoting their development. Moreover, mis paper makes some initial exploration on the construction of benign inter-dynamic mechanism between government and enterprises. At last, positiveresearch is made in relation to Sichuan private enterprises' reform replying to the provincial governmental regulation connected to its reform on these enterprises meanwhile.
