Study About The Relationship Between Government And Enterprise In Developing Process Of Private Enterprise

Good government-enterprise relationship is a crucial element of rapid grows ofprivate enterprises in rural areas. In the past ten years, as there were frequently happenedaccidents regarding coal mine safety, central government requested different levels oflocal government to implement a set of measurement, in short: tighten rationales orclosing the disqualifiers. This would challenge the survival and developing zoom of thecoal mine enterprises.This thesis would take a private coal mine site “A” in district “G” of Chongqing as anexample, through site observation as researching contents; social network theory as ananalytic lens; social relation, social capital, hole of structure as researching tools, recallingdeveloping history of the site, to demonstrate how enterprise uses their endowed andgenerated relationship to contribute social network of enterprises and developgovernment-enterprise relationship.Moreover, we extracted the element of government-enterprise relationship inexamining different aspects including the site’s developing history, daily operating,facilitates checking and accident dealing. The thesis stated: In planning stage, privateenterprises would make use of their endowed connection with government to acquire rareresource; In starting stage，private enterprises would weave and expand government-enterprise relationship to strive for the development space; In growing stage, privateenterprises must maintain, develop and apply government-enterprise relationship to avoidelimination or being closed. The present thesis believed that, interaction betweengovernment and enterprise is a process of decision making from operators in the enterprise.The extent of interactions would depend on different outward conditions and differentdeveloping stages of private enterprises. However, we found that local government is notpurely a protector for the private enterprises. With facing macro-controlling policy, localmanaging departments would cooperate with private enterprises in making profit, but nottaking responsibility as well.In a word, the thesis showed the characteristics of government-enterprise relationshipin the transition process of Chinese economy, through a behavior analysis to the private enterprises. This thesis would be a certain reference value to explain the present survivaland development conditions of private enterprises in rural areas, and the small similar coalmines.
