Project construction is an important aspect of economic development for every country in the world and the success of that plays a key rule to a country's economic growth. Especially for developing countries, the state and benefit of project construction have been the key problems which government and investors always pay close attentions. From the reform and opening, China has achieved significant successes in economic development and also made great breakthroughs in the theories and practices of project construction. But over a long period of times, the China's economic management departments concentrated their major efforts on project approval and investment distribution, they paid less attentions to the inspection and management of construction engineering. Because of limited objective conditions, the effect project supervision was short in the following aspects: investment plan and control, engineering's time limit and quality control, tender and bidding processes, investment return etc. All of that might have serious consequences such as inadequate preparation, unfair tender and bidding, project's investment out of control, inferior engineering's quality , expended construction period , insufficient inner administration, disorderly financial management, seriously fund embezzlement, added non-production installations, leaders of engineering with low personality, common corruption and waste and so on, all these phenomenon made our country suffer heavy losses. Owing to the actual situation in China, project inspection and management are still in a stage of practice, probing and improving. They are unsolved problems now to our government that how to play a correct role and supervise key projects effectively under the condition of market economy.For suiting the needs of socialist market economy and strengthening the supervision of construction projects, the Office of Key Project Inspectors was set up in 1998 approved by the State Council. The office represents government to inspect and manage all great construction projects invested by country. A relatively integratedoperating system has been initially established after four year's efforts. That includes: the inspection organizations from center to provinces have been founded, a serious of inspection laws and regulations have been formulated, work pattern which stressing on project supervision has been formed. As a result of that, the inspection and management to the great projects funded by nation have been made widely.Project supervision started lately in China, there are not mature theories and methods about that. At the same times domestic inspection means and technologies also fall behind those in advanced countries. It has been an urgent problem to strengthen the study in this field. Especially, great engineering which relate to various kinds of basic theories and professional knowledge are very complicated and comprehensive. They are very difficult to be inspected effectively and evaluated accurately by present methods and patterns. So it is needed to establish a set of complete and normal mode and rather mature theory system in project inspection and management, which can guarantee the successful accomplishment and good benefits of construction projects.Based on analyzing the project inspection modes in advanced countries and international financial institutions, the author studies the present situation and existing problems of domestic project supervision, establishes an inspection and management mode for national key projects. The mode is constituted of legal system, institution guarantee, supervision content and method, message system and laws enforcing etc. in project inspection and management. Some real cases are also analyzed in detail.
