The township and town' s finance as the lowest level in our country' s finance system is an important part of the political power and economy in the rural area. It has been playing the recognizable and positive role in the construction of economy and society since the township and town' finance was established. But there are some problems: The poor ability of increase income makes that the township and town governments cannot provide enough public welfare; the popular non-regulation add to the farmer' s burden; more expenditure worsen the finance situation. Such problems are much more serious in some provinces in the central district. Our economic theorists paid little attention to the study on township and town' s finance at earlier stage, there are a lot of different views and some regions are never touched yet, which provided many possibilities to be studied.Four parts form this thesis.Part I. The analysis of the trend of rural industry development tells us the relationship between rural industry and township and town' s finance. The reform and openness has been promoting the rural industry development. After the mid-terra in nineties of the 20th century, the rural industry made slowly progress; at that time some enterprises moved to the big cities or some townships became towns because of enterprises' gathering. Meanwhile some of enterprises disappeared because of bankruptcy. These changes caused the up and down of finance income. The former could provide more finance support and the latter could not which makes the finance income shrink.Part II. The analysis of the engagement in small-scale land explores the quality of agricultural tax. Since there are large population and surplus agricultural labor, the farmers in our country have to engage in small-scale land and make little profit. In such case, the quality of agricultural tax is not clear and its increase ability is very limited too.Part III. To analyze the relationship between the rural 9-year compulsory education and township and town' s finance. The compulsory education benefits from township and town' s finance. It is a main part of finance expenditure. The system that counties and townships play main role in supporting rural compulsory education is unreasonable. Because most labor prefer to work in big cities or the developed districts along the coast, which should bear the part of central district' s education costs. Meanwhile the central and provincegovernments should undertake more responsibility.Part IV. Conclusions and suggestions. 5 conclusions are made. First, the township and town' s finance has achieved remarkable success although there are some problems. Secondly, the township and town' s finance has too little rights to bear its responsibility. Thirdly, non-regulation results in heavy burden on township and town' s finance. Quarterly, there is lack of increase income for township and town' s finance because of rural industry' problems. Finally, the ideas of the existing finance policies have to be changed.Suggestions: First, to continue to deepen the reform of agricultural tax and fee in order to establish modern agricultural tax system. Secondly, to relimit rural government' s business and rights. Thirdly, to cancel township and town' s finance in some provinces and apply new system of four levels government and three levels finance. Finally, to continue to reform finance system currently in effect in order to balance economic development.
