The national and international power industry tends to break the monopoly, introduce the competition and build competitive markets .In many countries, the emphasis on the reform is to unbundle ancillary services from energy. This paper sums up the research on ancillary services all over the world in recent three years and concludes that it needs to be further studied that how the ancillary services suppliers price their services and how the dispatch departments coordinate energy markets and ancillary services markets. This paper integrates the new ancillary services theories and the practice in our power industry reform and focuses on the following contents: 1 .The structure of the ancillary services markets which are independent on the energy market; 2.The optimally coordinated model of energy and ancillary services, and the method which combines the sequential dispatch and the simultaneous dispatch; 3 .A new study on how to bid in ancillary services markets; 4.The model of interruptable load in reserve market; 5.The method of distributing the fixed cost of the special transmission services.Through the study on the example, several achievements have been attained, they are as following: 1 .Researching and developing the soft system of the optimally coordinated method in energy andancillary services market and putting them into use, also concluding some significant results; 2.Through the case, it can be concluded that the new bidding method of ancillary services is able to apparently reduce the total cost of ancillary services, and the management department can get the optimal plan through the bidding, while subjects to the market rules. It is showed through the case that the soft system in this paper can satisfy the real-time demands when the number of bidding is less than 100 and the number of different bidding prices is less than 50; 3.Making the interruptable load as a measure of two-rank reserve services capacity and having designed the market structure and the operational model of interruptable load .It is proved by practice that the market is effective. And in this paper, the marginal net losses coefficient of each bus is considered in the mathematical model, thus the geographic influence of bidders is also considered. The model also in eludes that how the forecasting of operational reserve influences the bidding for interruptable load. The practice shows that the peak load of system can be re duced with the interruptable load market and the reliability of system can be improved. So interruptable load could be a effective measure through the optimal design of contracts;4. In this paper, a case analysis, on how to price the 'short-time' transmission service, is made, and the rate a is introduced into the model. The rate a indicates the proportion of the fixed transmis sion cost in short-term period and the fixed transmission cost in long-term period. The reason able distribution of the transmission cost is important to the fairness of power market and the success of our electricity industry reform. The result of the case shows that the value of a is stable in a quite large analysis range and it can spread to a larger network.
