The Research Of Theory And Practice For The Government's Purchase Of Animal Epidemic Prevention Ancillary Services

Government's purchase of public services is a new method and theory for the innovation on public service delivery and it makes important implications for deepening the social reform,promoting the transformation of government functions,integrating utilization of social resources,improving the public service level and efficiency.In western countries,it has already formed a mature and stable purchasing service management system,our country recently is developing at a high speed and has achieved some results especially in pension,education,community public health service,employment service and other kinds of services which are widely used.But in the field of animal epidemic prevention,both the construction of social service system for animal epidemic prevention and the government's purchase of animal epidemic prevention ancillary services are still at the stage of exploration.It could neither see related theory research reports nor form a systematic working theory and system.In recent years,with the development model of Zunyi animal husbandry production and the changing of animal epidemic prevention service need,the existing government basic animal epidemic prevention service system and the service delivery couldn't meet the needs of the society.The reform has become the only way for animal epidemic prevention basic work under the new circumstances.From the perspective of combining theory and practice,this paper analyses emphatically the Zunyi government's purchase of animal epidemic prevention ancillary services.The main research contents are as follows:For the first part,it discusses in detail what the government's purchase of public services are from the perspective of basic theory of which the first key factors are the purchase of contents,objects and ways.At the same time,it studies the theoretical basis of the formation of the government's purchase of public services,including public goods theory,new public management theory and new public service theory etc.Secondly,it sums up the process of government's purchase of public services from the perspective of practice.It also reviews the development course of the government's purchasing of public services at home and abroad as well as explores the effects of our government's purchase of public services.On the basis of the analysis of development at home and abroad,combining the characteristics of animal epidemic prevention service,it does not only analyze the feasibility of government's purchase of animal epidemic prevention services but also provides the theoretical support and practical reference and at the same time,putting forward research ideas and methods.For the second part,the animal epidemic prevention service is the basic public service provided by the government to rural poultry farmers.On the other hand,the author analyzes the government purchase of public services in the field of background conditions for animal epidemic prevention and combs the theory and system mechanism of government purchase of public services at home and abroad.Also included in the research are the government's purchase of public services in the field of animal epidemic time background,legal basis,theoretical foundation and system mechanism research and analysis,the system of standardized definition of related concepts and content.Making every effort to answer the question "why reform?",the author presents the organization construction,and practice research process from the top of the government purchase ancillary services for animal epidemic prevention design,organization setup,system construction,operation management,the effective evaluation of each link,comprehensive and systematic government purchase of public services in the field of animal epidemic prevention trial in order to answer "how to reform?".In addition,relevant experiments are designed to evaluate the effectiveness of the reform through the comparison between the implementation area and the non-implementation area.The results showed that,compared with the implementation of section,the implementation of regional immune density was 100%,the immune qualified rate of about 20% higher than average.Pig disease incidence rate decreased by 9.17 percentage points and mortality declined by 1.94 percentage points whereas cattle incidence rate decreased by 6.67 percentage points and mortality declined by 0.74 percentage points.Also,sheep incidence rate decreased by 1.90 percentage points and mortality declined by 1.58 percentage points whiles chicken incidence rate decreased by 5.29 percentage points and the mortality rate dropped by 3.73 percentage points.Animal disease prevention and control effect and scientific level have improved.Finally,the author summarizes the characteristic of Zunyi government's purchase of animal epidemic prevention ancillary services and analyzes both the results and the existing problems,putting forward the corresponding suggestion for optimization which has guiding significance for the practice of other regions.
