With the constant progress of science and technology, breaking the monopoly andintroducing the market competition has already become the world trend in most utilitiesincluding power industry and our country has begun the deregulation of the power industry.Under this new market environment, it becomes a great subject to study how to insure thesecurity of power network operation. All kinds of ancillary service in electric power system,such as load frequency control, reactive power voltage support and operating reserve, arenecessary technological measures to ensure the security and reliability of power networkoperation. Under this background, this paper studies the relevant theories of ancillary service(AS) market, forms a theoretical system, and carries on the positive research on some results. This paper studies and provides a basic frame how to design and implement ancillaryservice market to ensure the security of power network operation. Under this frame, ancillaryservice market combined with spot market and power network operates according to the givenmarket rules,which are the analyzing foundation of confirming competition winning projectwith minimum cost in ancillary service market in the condition of ensuring the security ofpower network operation. And this paper provides the transaction mode which meets the goalof operating safely with the minimum cost and developed the application software systemaccording the mathematics models. This paper studies the transaction mode and scheme of load frequency control service inelectricity market. Liberally opening of power network is one of essential conditions tointroduce competition mechanism to power industry and build electricity market. Thereshould be not only fair transmission service price but effective pattern, measure and schemeof load frequency control to achieve liberally opening of power network. Compared with inthe traditional operation pattern of power network, the problems on load frequency control aremore complex in electricity market, for the third party would enter the power network, whichrequired the power network to treat all users fairly. This paper researches different pattern,measure and scheme of load frequency control (LFC) under intending possible differentoperation patterns of electricity market. This paper presents simulation studies of automatic generation control system (AGC) inelectricity market. Load following is one of ancillary service in intending electricity market.This paper expatiates how to amend traditional AGC software to adapt to simulation analysisof load following in electricity market and the difference of AGC operation between intradition power industry and modern electricity market. All possible load followingtransaction modes (load following contracts) are considered in design of market structure toanalyze perfectly AGC operation in electricity market. Pricing principles and mathematics models of operating reserve are presented andoptimal pricing and transaction software is developed in this paper. At last, the software iscarried on positive analysis using data of Shan Dong Power Network. Market economicstheories and methods on pricing based marginal cost and producing randomly simulationmethod is used in this paper, meanwhile the restrictions of power network operation stabilityand security are considered. Around operating reserve benefits and cost assessment,optimizing dispatches and pricing method of operating reserve is presented and daily averageprice are confirmed through working out operating reserve prices responding to 96 spots inone day, through which validates the legitimacy and practicality of the method.
