With the development of science and technology and the process of global economy advancing human beings to a new era of knowledge economy, human resources have become the most important resources of the economic society. Therefore, the competition between enterprises, regions and countries is radically that of human resources. Economic growth is the comprehensive effect of such factors as productive forces, production relations, nature, society and so forth. Specifically speaking, it is the comprehensive effect of human resources such as natural resources, capital, technology progress, labour (human resources) and so forth. Among all these factors, human resources play a vital role. "No matter what is the social mode of production, labourers and means of production are constantly the essential production factors. However, both of them are not more than possible to be production factors under the circumstance when they are separated. They should be intergrated with each other no matter when productions are conducted.", Marx once remarked. The development of economic society has forcefully certified this point of view. Human resources are constantly imposing their powers on economic growth by enlarging their quantities and improving their own qualities. Meanwhile, the organic combination of human resources and other factors make them play further roles on economic growth. Therefore, to promote the economic growth in Fujian province, it is of vital importance to do research on theories and principles of human resources and economic growth, and the avenue of development of human resources.This paper is guided on the theory of Marx' s dialectical materialism and historic materialism. It uses theory fruits and quantity model of deceloping human resouces and studying economic growth home and abroad, and the successful experience of other countries and regions for reference, and employs the combination methods of substantial evidence analysis and normal analysis, qualitative analysis and quantitative analysis to study and analyse the relationship of the development of human resources and economic growth on the condition of internationalized economy and knowledge economy; and to make a profound study on the hot issue in reality and the theory of human resources in China; and to provide more scientific references, employing quantity model of human resources and economic growth to make a systematic quantitative analysis of each input of production factors in Fujian between 1978 and 2001, for some related departments when they make some development strategies and related policies.
