Analysis Of Human Resources Factor In The Transformation Of Our National Economic Growth Mode

Human beings are more and more important in the knowledge economy era in which human quality exerts direct influence on both the growth speed and the operational quality of a national economy. In view of the actual state of the dense population with low quality in our country, this text emphasizes to enhance our national human resources quality through controlling the population quantity, reforming the educational management system and developing the human resources, thus realizes the object of the transformation of our national economic growth mode from an extensive way to an intensive way. The objective circumstance that our national economic development faces is that being rich in human resources, but relatively short in resources and capital. Therefore the most effective way to enhance the economic growth is to develop human resources and use the mutually replaceable relationship in some extent between labor and capital, maximize favorable factors and minimize unfavorable ones, thus to create conditions or the sustainable development of economy.During the 20 years of Opening up and Reform, our national economy has seen a great progress and the people's living standard has improved much. With the shift of development periods of our national economy and the changing international economic circumstance, the former extensive economic growth mode is not able to meet the requirements of the development of our national economy.The reason is that the absolute limitation of resources leads to the essential condition for the pursuit of an intensive economy, and the comparative limitation of resources leads to the abundant condition for the pursuit of an intensive economy. So to transform the growth mode and promote the overall quality and effectiveness of our national economy has been the fundamental task of our national industrialization and modernization.In view of the actual state that at present our national human resources are not keeping up with the economic development, this text thinks that the Chinese government should continue to carry out the basic national policy on birth control, and form a human resources development system between the government, enterprises and schools to comprehensively enhance the population quality through carrying out the human resources development strategy, thus to meet the requirements of the national economic development. Meanwhile, the government should push forward reform on the educational management system, bring forth new ideas for education in order to train personnel with new ideas who can keep pace with modern economic development.In a word, the key point that if China could take the good opportunity of the new technology revolution in the 21st century to realize the leaping growth in economy lies in the quantity and quality of Chinese human resources in the future.
