In the practice of the economic reform of the past over twenty years, the economic growth has synchronized with the pressure of the increasing employment in the Northeast. The region has become the typical one of "synchronization" in the state due to some specialized industry structures which emerged in the old industry base in 1950s and 1960s, and stagnation which resulted from the shift of the traditional planning economy.Beginning with the analysis of the background of the state's arrangement of labor forces under the planning system, the dissertation make an earnest research of the present situations and characteristics on employment in the Northeast,and poses some questions concerning the series of "Northeast phenomena" that has arisen from the employment. It gives a profound introspection on the problems and roots concerning the allocation of labor resources caused by the planning economy system in the light of some Western employment theories and policies, and propose some essential ideas and strategies as to the full employment in the Northeast.This dissertation analyzes the features and present situation in which the tri-faceted labor force supply (re-employment community, flowing rural labor community, the increase of employment for labor population) is more than what the labor market needs. It also gives an analysis of the invisible unemployment of this region in both macroscopic and macrocosmic way, and reconsider profoundly the disorder in population production, the displacement of industrial strategies and the misunderstanding of the government role.This paper creatively brings up the basic ideas as to the ways of achieving the aim of employment in the Northeast and elaborates emphatically the connotation, theoretical and practical foundation of "the proper and efficient employment target". It clarifies the ideas of adjusting supply and demand of labor force and analyzes the existing features as manifested in the structural shortage and surplus in human resource. It explores the improved modes of the labor force market system, such as the "trinity mode" employment service (state-owned, private-owned and mass organization-controlled service).It also studies the ways of adjusting industrial structures and avoiding unemployment, and put forward some creative new modes to promote the urbanization in the Northeast, such as "spot" for transference of labor force, "spot" for employment in non-stated owned enterprises, "spot" for government development and "spot" for tertiary industries. It also conducts a research on the problems concerning the present employment system and institutions in the region , clarifies the principles of adjusting and controlling the flowing of labor force. It emphasizes the analysis of the causes of flowing labor force in the region and suggests some ideas of adjusting labor force in the rural region. At the same time, it also puts forward some new ideas with regard to the targets of the change for the government function in employment service.On the basis of comparing the western employment theories and policies and using them for reference, the dissertation advocates some feasible suggestions about the strategies leading to a sufficient employment in the Northeast, with a focus on the strategy of fully utilizing the labor force market mechanism and resources, and strategy of eliminating the visible and invisible barriers that preventing the smooth flowing of labor force in the region. It offers some assumptions how to promote employment through the administrations and mass organization, with a focus on the function of the mass organizations. It probes into the strategies and policies of bringing mass organizations into a full play, enlarging the education industry and developing employment. It advocates operational tactics of revising the employment criteria in the Northeast and poses some accurate policies concerning the unifying the criterion, scale and internationalization of employment, and creatively bring forward the quantity control strate...
