To counter the problem of short lifetime existed in the process of sustainable development of small-and-medium scientific-and-technical type enterprises (hereinafter called SMSTE), this paper put forward the sustainable development-oriented safe operation theory in present situation, combined with their own characteristics and external environment, and based on the analysis of theories related to safe operation. The main contents are as follows:Chapter 1 The research objective of safe operation of SMSTE aiming at sustainable development is determined and the necessity of safe operation research and the its effect on SMSTE are analyzed, and the relevant research on safe operation at home and abroad and the existing problems are summarized, and the premise and method of theoretic research for safe operation of enterprises are given.Chapter 2 The.different development modes of SMSTEs at home and abroad are compared, their external environment and internal conditions are analyzed and the safety problems of SMSTEs in our country in the process of sustainable development under the current situation are pointed out and indicating that the problem of innovation scope of SMSTEs in our country restricted by intellectual property right strategy of developed countries is one of the most important factors which affect the internationalization of our SMSTEs.Chapter 3 A simplified method for determining the rational safety input by comparing the safety cost with risk cost is proposed, the nine risk mechanisms existed in the development of SMSTEs are analyzed, the risk character and the corresponding safety goals in different phases are expounded combining with the theory of life cycle, by using the extendible analysis method, based on the matter element model of management risk the operation risks of SMSTEs are analyzed from the four aspects of divergence, extensibility, correlativity, and conjugation of matter elements, and the safety countermeasures are put forward.Chapter 4 Four types of safety ideas are summed up, the concept of safe operation is defined, the benefits, condition factors and influencing factors of safe operation are analyzed, the safe operation system of SMSTE is designed, and a more complete evaluation index system for safe operation is set up by means of expert inquiry, theoretic analysis and literature analysis method.Chapter 5 The existing evaluation methods and their problems are analyzed, the matter element evaluation model is constructed which can be used either to evaluate the safety status of entire system or the safety status of subsystems and the software for safety evaluation is developed and explaining how to use it with practical example.Chapter 6 Talcing the internationalization operation as example, the familiar misunderstanding aspects in internationalization are analyzed and several policies aided the safety operation including risk management modes at all hierarchies of enterprises, risk shifting policy, clustered international market development policy etc. are proposed.Chapter 7 The main conclusions are summarized and future research thrusts on safe operation of enterprises are suggested.The main contributions of the paper include:Combing the characteristics of SMSTE and their function in national economy, this paper set forth a viewpoint that although emphasizing the importance of the inspirit of carving out helps to midwifery of SMSTE, overlooking the safe operation make against the sustainable development of SMSTE, which not only go against the SMSTE itself, but also be a holdback of improving the competition strengthen of our science & technology industry, hereby a research proposition of safe operation of sustainable development-oriented is proposed in this paper.A viewpoint about a rational limit of safety input by comparing the risk cost with safety cost and employing safety effectiveness analysis is put forward and the author believes that insufficient inputs cannot ensure the safe operation of enterprises whereas plethoric inputs could also be of little help in t...
