Research On The Effect Evaluation And Improvement Countermeasures Of Scientific And Technological Innovation Support Policies For Small And Medium-sized Enterprises In Qingdao

In the new era,China has adopted the strategy of innovation-driven development.The ability of scientific and technological innovation has become the main driving force of economic and social development.The 19 th National Congress of the Communist Party of China established a system for scientific and technological innovation in which enterprise as the main body,market-oriented,deep integration of industry,education and research.Among all kinds of innovation subjects,enterprises are the main organizers and implementers of scientific and technological innovation behaviors,and play an extremely important role in the transformation of scientific and technological achievements.Through the research and evaluation of the effect of the government SME technology innovation support policy,the problems existing in the implementation process of the policy are found and the corresponding improvement countermeasures are put forward.This study draws on the research results in the field of policy implementation effect evaluation at home and abroad.The evaluation index system of policy implementation effect is constructed according to the implementation status of S&T innovation support policies for small and medium-sized enterprises.The index system includes 15 indicators in three categories of policy effectiveness,policy efficiency and policy effect,covering the impact of the implementation of scientific and technological innovation policies,such as enterprise growth index,policy coverage rate and future industrial promotion effect.By analyzing the index data of Qingdao from 2015 to 2019 and comparing it with the national average level in the same period,the differences between Qingdao and the national average level in various index fields were analyzed.Through qualitative analysis and quantitative analysis,this paper analyzes the information samples of SMEs’ needs and improvement expectations,and comprehensively evaluates the effect of the S&T innovation support policies for SMEs in Qingdao.Through comprehensive evaluation,it is found that the effect of S&T innovation support policies for SMEs in Qingdao is generally good.However,there are some problems,such as lack of top-level design,insufficient policy promotion and implementation,slow growth of R&D investment,low efficiency of technological achievements transformation and lack of financial,fiscal and taxation measures.In order to solve the above problems,four countermeasures are put forward according to the actual situation of Qingdao: reform and improve the policy system,build a unified policy public service platform,integrate fiscal and taxation with investment and financing,promote the production and application of technological achievements.The research has promoted the scientific and technological innovation management level of small and medium-sized enterprises in Qingdao,has stimulated the scientific and technological innovation ability of small and medium-sized enterprises in Qingdao and has provided useful reference for the management issue of scientific and technological innovation of enterprises in other areas of our country.
