Every state must go through societal transformation in modern history. Societal transformation brings to changing the regime, or gives birth to new class and new communication relation varying from England of 1640s until some states of 1970s In South America and East Asia. They also build some new states or new societies. As for societal development, every state is developing in its own way. Even though in the same country, different areas may take on different characteristics. China has been finishing dual transformation since 1978, that is, China faces transforming from the traditional agriculture society to the industrial society, also transition from the planned economy to the socialist market economy. In this transforming process, new social construction in company with new relation of communication can grow, and the relation of the state and society also represents the positive interaction, at the same time, it paves the way for the dual building of the modern society and modern democratic state.Scholars develop the powerful theoretical model to explain Chinese characteristics; they hope to explain why China transforms its society. They make comparative analysis in Sino-Russian' s transform; they abstract out six theoretical models include original conditions, developmental strategy, property rights, civil society, policy process and new institutionalism. The academic circles think that such six explanation models take an effect in theoretical characteristics; however they have much restraint on it because of overemphasizing on socio-economical transformation, it cannot deliver the macroscopic and holistic explanation of Chinese society. Therefore, this dissertation holds that it is very important to take into the linkage between political supplying of CCP and its governments and societal transformation, so the original reasons of societal transformation can be found. Because policy-supplying has been the formulation of Chinese political supply, it is appropriate that such linkage is taken into account, so it helps to develop the powerful approach for explanation of Chinese societal construction. Finally, this dissertation modify the historical-structure approach ofCardoso by Marxist historical materialism, meanwhile research methods in political sciences is used to deal with Chinese societal transformation since 1978.On the basis of unity of historical logos, this dissertation aims to develop theoretical hypothesis, that is, policy-supplying drives Chinese society transforming. Any political system may supply order, laws and policy in societal transformation. Political systems will choose some political instrument to attain equilibriums between state and society. Chinese party-government must choose public policy as the main instrument to develop its country for lack of social capital, law or order, institutional recourses.Accordingly, the logic of Chinese transformation is that the factors of modern society has been developed by policy-supplying, new relation of communication has also been shaped by policy-supplying, modern democratic nation has been building by way of policy-supplying. By this, each period of time has its own logic. Policy-supplying of Chinese party-government is divided into three kinds: crisis-oriented policy, market-embedded policy and governmental regulation policy bases on the endogenetic needs of societal transformation, Because of its responsiveness, regularity and flexibility. Chinese societal transformation involves two dimensions, that is, socio-economic structure and the relation of social communication, but the " dual transformation" calls for the construction of modern society and modern democratic nation. Societal transformation results in social differentiation, in turn, divided society needs social reintegration. Social reintegration is not only depending on public policy, but on law, institution and order.
