A Research On The Path Of Government Functions Transformation And Effectiveness Evaluation About It Under The Perspective Of Economic Transformation

The transformation of government functions has been a major theoreticalresearch and practical issues in the process of China’s economic transformation.In thedeepening of the China’s economic transition, the transformation of governmentfunctions is not only an important part and the the key condition of economic reform,but also the key variable that affects the current development of our country’seconomy and society. This paper analyzes current domestic and international researchsituations of economic transformation and the transformation of government functions,and make comments about them to analyze the future trends. On the base of that, thispaper studied the history of China’s economic transformation systematically, and doan analysis of the development of national economy and government reinvention inChina’s economic transformation, pointing out the problems in China’s economictransformation,which give a specified direction to explore the paths of Transformationof government functions later.This thesis analyzes the current situation of thetransformation of government functions and the key factors that influencing it againstthe background of China’s economic transformation,pointing out the urgency andsignificance of the transformation of government under the new situation.On the basisof learning the west new public management theory,this paper will proposed that toachieve successful transformation of the Chinese economy and governmentfunctions,innovation-driven strategy is necessary,and we must innovate thegovernment philosophy,organizational structure of the government,the governmentsysterm and the government human resource management,so this paper construct aconcept model about the path of the transformation of governmentfunctions,depending on which we build a evaluation index system about theeffectiveness of the transformation of government functions,and introduce the fuzzycomprehensive evaluation method,select the Situ Town in Danyang City,JiangsuProvince which has carried out about twe years’trial administrative system reform tomake a empirical test,then obtained evaluation result and make suggestions to deepenthe transformation of government functions combining actual conditions.At last,thispaper point out that further excavation the theory about the effectiveness of thetransformation of government functions is needed,and to build a evaluation indexsystem which can reflect the characteristics more specifically,what’s more,exploremore scientifically assessment methods to better guide the successful transformationof government functions at all levels.
