It is a matter of course that the crime of corruption dose great harm to a country's political, economical systems and social organs. The country without corruption does not exist in the world, while no country does not combat the corruption as well. With the rapid growth of global economy, the crime of corruption appears more and more organizational and transnational. Many a country has realized that only uniting all the forces from all the countries and strengthening international cooperation can prevent and attack corruptional atmosphere effectively. Thus, enacting a global law file against corruption under the frame of United Nations has been a common will of all nations. Based on the background , United Nations Convention against Corruption came into being meeting this urgent need. The Chinese government signed the convention in February 10, 2003. With the signment of convention, the problem we are confronted with is to seize the time to perfect related law system and do some related research into law and practice politically. It dose not only mean that China will go shoulder by shoulder with international society in legislative value, but also China will perform the international obligations. At present, compared with the advanced legislation of other foreign countries and international society , the legislation of offences of corruption, bribery , misappropriating public funds has certain amount of deficiency and shortcomings , which does not meet with the needs of Chinese anti - corruption strategy and the strong anti - corruption will of people, the co- operation of international society as well. In order to make up for it to promote the development and perfection of Chinese corruption legislation and to strengthen the criminal prevention and attack the more and more rampant corruption crimes, the article is titled to do research into the corruption crimes, focusing on the criminal legislation completement, the cause of corruptional crimes, controlling policy from understanding the United Nations Convention against Corruption with comparison and positive methods.This article has 6 chapters with more dian 200, 000 characters except introductions. The abstract of content is as follows:The 1 st chapter: The characteristics of existing state of international society and foreign countries. This chapter is divided into 5 divisions. The first and 2nd divisions give a sketch introduction of legal files of anti - corruption crimes in the United Nations, other international organization. Based on the 2nd division , the 3rd division points out the legislative characteristics in international society through analysis: 1, the international society is related to their own function, nature and area with brilliant characteristics. 2,These files contain many principles and directions. 3, corruptional crimes in these articles mainly refer to the corruptional and bribery crimes.4,These files involve various crimes of corruption . 5,These files are usually agreement draft or conventions proposals with no enforment .The fourth division outlines or analysizes the legislative models in foreign countries, pointing out that corruptional andbribery crimes with authority of office by nature belongs to crimes of dereliction of duty of public officials to enlist private benefit. The last division of this chapter reviews developing status and harm of corruption crime internationally, thus to demonstrate the cause of international cooperation.The 2nd chapter; corruption crime. This chapter is divided into 6 divisions. The 1st division out-liningly researches into 2 problems; 1, the author first outlines corruption crime legislation , mainly introducing legislative status of foreign countries , Hong Kong, Macao and Mainland of China;2, crime names and definition of corruptional crimes. The author firstly studies the crime name, definition of corruption crime in international regulations, foreign criminal law, and Taiwan, Macao.
