Since the Reform and Open policy implemented 30 years ago,with the increasing income,the problem of corruption becomes even more severe.The frequent corruption,which involves many aspects and many people and has huge impacts,damages the image of the Party and the country badly,distorts the income distribution and makes the economic growth rate declined.Therefore,it's of great theoretical and practical significance to have a research on the causes of collective corruption and to come up with the anti-corruption solutions.This paper takes references from foreign and domestic economic research results on collective corruption,based on the assumption of rational economic man,makes use of analysis tools such as cost and benefit theory,game theory,takes the combination of qualitative and mathematical study,discusses the relationship between the occurrence of collective corruption and the cost and benefit of collective corruption from the economical aspects,and through establishing the model of benefits of collective corruption to make mathematical analysis,to come to the conclusion that the regular income,the possibility of getting punishment and the age of retirement are the factors that will affect whether the government officials will choose to avoid corruption.Finally,making use of the game theory to analyze the game relations between government anti-corruption and collective corruption,this paper suggests some tactics to facilitate anti-corruption by increasing the cost collective corruption and lowering the cost of anti-corruption based on the previous research.
