The comprehensive building of a well-off society proposed during the 16 National People's Congress actually conveys that no real well-off society can be realized if there exists lots of differences between eastern regions and western regions in China. Yet there does exist a distinctive imbalance and still growing wider gap between development of the east and the west. In 2002, the per capita GDP in the eastern 11 provinces and cities already exceeded 1600 dollars while in the western 12 provinces, districts and cities the per capita GDP still wandered about 650 dollars. Therefore, it is safe to say that to build a comprehensive well-off society, both the emphasis and the difficulties lay in the western regions, and the western development will be a long, arduous historical endeavor. This paper will focus on the study of economic development in the western regions from the perspective of industrialization.In the paper the author points out that the now-applied policies concerning economic development of the west will not completely solve the functional problem of "hematopoiesis", despite that some considerable achievements have been made under their guidance. At the same time, the government can impossibly take care of all the issues related to the building of a well-off society and the economic development in the western regions.By examining the practices home and abroad, one important way to enhance sustainable and fast regional economic development is through promoting industrialization. In addition, it is an insurmountable development stage in most regions- the western regions in particular. Under the leadership of central government after the founding of the People's Republic of China, two wheels of industrialization set off in western regions, but due to the internal deformities of the national modes concerning industrialization development, the self-developing mechanism concerning industrialization development was not really established. The fastpushing of industrialization and the innovations of industrialization modes carried out in the east-coastal regions since the reform and opening are significant for the western regions to learn from.For the first time, this paper proposes "reindustrialization" after comparative study of the changes of industrialization modes and several typical newly-flourishing industrialization modes in the west-coastal regions since the beginning of china's reform and opening and thereafter. Due to the reform and opening, there is a fast-developing economy in the east-coastal regions and many industrialization modes with regional characteristics are created. Parallel to the national industrialization modes, this newly-emerging industrialization process-called reindustrialization, is formed independently from government-owned economy, pushed by local people and government, rooted in regional economy and widely participated by local people, and it also possesses the real micro-economic vitality and self-producing capacity of market economy.This paper mainly discusses the western problems of reindustrialization through the perspective of New Development Economics(China Development Economics).Instead of following the two main orientations(industry theory and regional theory), generally observed by scholars both inland and overseas, it engages in the exploratory study of the theoretical structure of reindustrialization by applying new development economics-a theoretical device to it. In addition, it specifically analyzes the regional industrialization from different aspects ranging from stimulating elements, development strategy, restricted conditions, and key points in development, regulations and executive environment.
