Research On The Issue Relating To The Economic Assessment Of Express Highway Construction Projects

This thesis deeply researches on several important problems which are outstanding in the economic assessment of express highway construction projects, including problem of the time value of capital the economic assessment of express highway projects, problem of financial assessment index system for express highway construction projects, problems relating to the national economy assessment of express highway construction projects, problem of later assessment of economic benefit of express highway construction projects. In the research of time value problem, a basic method of analyzing time value was summarized, the meaning of time value in economics was clearified, an idea on improving time value analysis was put forward, an analysis was made on the two existing algorithms in the equivalence calculation of capital and a method of exactly calculating the time value of capital was put forward. In the financial assessment index system, an analysis was made on the problems occurring in the choice of financial assessment indexes, a new idea on setting up economic benefit assessment index system was put forward. In the national economy assessment of express highway construction projects, a deep analysis was made on shadow prices, a method of determining shadow prices was put forward, in particular a comprehensive statistical mean method based on the characteristics of land covered by projects, the chance cost of land and the consumption expenses from newly added resources with respect to the estimation method of the shadow price of land. In the analysis of cost and benefit of express highway construction projects, an expenses model and a benefit pattern for highway projects were set up, formulas for calculating the expenses and benefits were put forward, a comparison analysis was made on the choice of national economy assessment indexes and a calculation instruction was made on main expenses and benefits of highway projects. In the later assessment of the economic benefit of express highway construction projects, problems existing in the assessment of economic benefit at present time were put forward, a sequence structure of later assessment index system for express highway economic benefit was put forward and finally a comparison analysis was made on the later assessment on economic benefit between Shen-Da express highway and Ha-Da express highway.
