On The Virtues Of Government

The virtue is a kind of moral and character based on the basic value and principle. The study of governmental virtue expands multiple application on virtue as an individual concept. The governmental virtue is some characteristic ability used by subject of administration for furthest solving the ethical issue of administration. Along with development of the theory of rule by virtue, the administration with virtue became a hot point in research and practice. The purpose for studying the governmental virtue, is to promote administrative ability and increase administrative efficiency, and to form an incorrupt, diligent, actual and efficiently government.This dissertation expatiates systematically the concept of governmental virtue, and discusses four main factors of governmental virtue development, that is " administrative personnel - subject", "administrative organization - carrier" , " administrative system - environment" and "administrative behavior -appearance ", which settles approximately a basic system frame. The article discussed several possible approaches of governmental virtue construction in both virtue theories research and governmental administrative practice. It also puts forward some advices in such direction as morals duty request of administrative personnel, the ethical aim of administrative organization, the constructive ethical approach of administrative system, and the ethical choice mode of administrative behavior.This dissertation mainly includes three parts. In the first part, it discusses basic concept, main character and function of governmental virtue used for reference in Chinese and foreign traditional virtue theories. In the second part, it analyses four factors of governmental virtue including administrative personnel, administrative organization, administrative system and administrative behavior. The four factors define the subject, carrier , environment and appearance of the governmental virtue. In the third part, the paper explores possible challenges and problems of governmental virtue construction. It is discussed from three angles of view: governance transform, administrative managerialism evolvement and globalization. Finally the paper makes an expectation of governmental virtue development.
