Study Of Traditional Rule Of Virtue In China And Its Practical Significance From The Perspective Of Administrative Culture

From the perspective of administrative culture, this thesis makes an intensive analysis of the idea of traditional thought of rule of virtue in China and tries to dig out the reasonable elements of traditional culture, in order to profit administrative management theory and practices. This thesis consists of 6 chapters in which 2 chapters are devoted to introduction and conclusion and 4 chapters are devoted to analysis.The introduction concludes the motivations to choose this topic and the value and significance of the present study. From the perspective of administrative culture, analyzing the traditional thought of rule of virtue in China has following significance. Firstly, it is propitious to dig out the essence of traditional culture in order to serve the practice of administrative management. Secondly, it is propitious to enforce the suitability and persuasion of administrative management theory. Thirdly, it is propitious to search for theoretical foundation for realistic rule of virtue. Finally, relevant definitions and layout of this thesis are introduced.Chapter One is devoted to introducing the background of traditional thought of rule of virtue in China. Any concept is not come into being without foundation. As an abstract generalization of the ideas for ruling countries in ancient China and a cultural sedimentary deposit, thought of rule of virtue has a profound origin. In terms of historical origin, social foundation and cultural groundwork, this thesis analyzes the background of rule of virtue in ancient China. And this thesis enumerates Confucian rule of virtue in pre-Qin dynasty, Dong Zhongshu's"Banning the Contention of a Hundred Schools of Thoughts and Honouring Confucianism Alone"in Han dynasty and Zhu Xi's Concept of Jurisprudence in Song dynasty. It also illuminates the historical process of rule of virtue's establishment, development and perfection in ancient China.Chapter Two is devoted to introducing the fundamental value orientation of thought of rule of virtue in ancient China from the perspective of administrative culture. Rule of virtue in ancient China is inclusive. This thesis chooses administrative culture as an analytical angle. In terms of administrative concept, administrative ethics, psychology of administration, spiritual activity of administration and so on, this thesis conducts its analysis on rule of virtue in ancient times and generalizes the main content of thought of rule of virtue in ancient China from the perspective of administrative culture: the presupposition of thought rule of virtue—kind human nature; the core of thought of rule of virtue—the people-based thought; the basis of thought of rule of virtue—the dependence and deviation of power; the crucial carrier of rule of virtue in ancient China—perfection of the administrative subject.Chapter Three is devoted to introducing the evaluation of thought of rule of virtue in ancient China from the perspective of administrative culture. In terms of the positive significance and negative influence of traditional thought of rule of virtue, this thesis conducts its analysis. From the positive significance, traditional thought of rule of virtue is the precious achievement of Chinese culture, which reflects the ancients'wisdom of ruling countries: through moral and educational influence, Confucian's optimistic estimate towards human nature exerts an positive influence on the act of administrative subject;The administrative subject corrects its attitude towards the administrative power and uses its power justly; Through the extrinsic systems, the administrative subject supervises the operation effectively; rule of virtue looks forward to perfecting personality of the administrative subject and makes masses be under control voluntarily. From the negative significance, traditional thought of rule of virtue also has many problems: the over-optimistic estimate towards human nature shows clearly the frangibility of restriction of ethics; the abuse of rule of man in traditional rule of virtue causes the political relationship personalized,"standard of power"in traditional thought of rule of virtue makes pursuing the power acquirement and maintaining the power the only index of measurement; the loss of individual personality hinders the full development of individuality and independence.Chapter Four is devoted to introducing the practical significance of traditional thought of rule of virtue in China from the perspective of administrative culture. Based on the analysis of previous chapters, traditional thought of rule of virtue in China still has many referential significances: the optimistic attitude towards human nature shows favorable process of administrative management; traditional people-based thought shows people oriented thought of running the country with morality; the normative of power provides administrative management with theoretical foundation; adequate personality of administrative subjects provide administrative act with powerful guarantee. All these aspects have a deep influence on the ruling thought of people oriented thought, though of rule of virtue and so on in contemporary China.
