Nuclear power is regarded as a kind of promising energy with its characteristics of safe, clear, stable and high efficient. Nuclear power industry begins to develop faster than ever in China and new challegences are raised towards the management mode of nuclear power related enterprises. In term of management practice in nuclear power industry, different countries may have different characteristics and experience. It is a new try to manage nuclear power staions by professional operations and management (POM) companies, which makes the research field of nuclear power industry related management practice extended to a new area. Based on the practice of Daya Bay Nuclear Power Operations&Management Company (DNMC), this dissertation is focused on the institutional nature of POM, the formation process of POM companies and their stability, the safe system and knowledge management system of POM companies after analyzing and abstracting the DNMC's practice. Apparently, this dissertation is characterised by its concerns and emphasis on technical and practical issues relating to POM of nuclear power stations. Six parts are included in this dissertation, which will be introduced in details as follows:In first part, after analyzing the definitions of POM and international and domestric pracice, several characteristics of POM are drawn which indicates that POM is the trendency of nuclear power management mode. After describing the scope, fundamental factors and safety characteristics, the trusteeship management is presented as the basic mode of nuclear power station professional operations and management. Based on organization theory and industry organization theory, the mode of nuclear power station professional operations and management is regarded as a transformative process from self-created to self-gathering and from rough management to subtle management.In second part, institution and its efficiency of nuclear power station professional operations and management are the core issues studied. After analyzing the transformation of DNMC in terms of organization struture, captical structure, the nature of nuclear power station professional operations and management is proved to be a kind of multi-behavior and internal competion situation. On the assumption of two stuations - uncooperation and cooperation, the institution efficiency is analyzed for the nuclear power station professional operations and management. Especially, three different criteria of transaction costs are presented to analyze the situation of cooperation between owners in details. A conclusion is drawn that the cooperation of owners is the fundamental requirement. In third part, the general process of forming a nuclear power station professional operations and management company and the selection of partners among the potential nuclear power station owners are studied. After analyzing the partners picking process from a resource-based view, the form of POM company is a task-based intergration process of professional companies. The stability of the partnership is also discussed. The relation between decision right allocation and opportunism is analyzed and several effective ways to keep the partnership stable are proposed including the extended model of knowledge and decision-making rights allocation, trust mechanism and mixed culture. From the technical standpoint, by defining the degree of agility and reliability in nuclear power station professional operations and management company, the importance of the EDR and CR mechanism is discussed.In fourth part, the research subject is concerned with the safety-related issues of nuclear power station professional operations and management. After reviewing the basic principles, tools and methodologies of nuclear safety system, a SMART-based nuclear safety evaluation indicator system is developed and the methods of setting the attributes' values are presented.
