Study On Government Behavior In Shenzhen Economy Development

It is a challenge for me to study our country's government behaviorbased on officials' self-interest. Under Professor Bangchi Liu'smeticulous guidance, the dissertation, entitled " Study on governmentbehavior in Shenzhen economy development", systematically exploresand discusses some important theoretical and practical problems relatedto it. The dissertation is composed of nine chapters with about 110,000words. The first chapter, the preface, taken Shenzhen as an example,explains the purposes and significances of the study on the governmentbehaviors as well as the research methods and the structural arrangementof the paper. The second chapter is the basic theories: one is to analyze thegovernment officials' rational behavior features individually, includingthe conditions for the government officials to make the common benefitsfor the society rationally and the conditions to ensure them to do so,which results in three features in common for the government behavior.Then based on the study of the constrained mechanism of the governmentbehavior, this paper looks into the possibilities for the profit-sharinggroup instead of the public to play the supervision role. The analysis ofthe profit-sharing group leads to the other two features in common of thegovernment behavior. The second is to analyze the exhibitions ofgovernment failure and its impact on the economic performances.Government failure results from some government officials' self-interestand the limitation of our government as a group. Rent seek, corruption,low-efficiency, time lag of government decision and regionalprotectionism are some of their conducts. It is the government failure thatcauses some negative impacts on the economy. The third chapter summarizes and analyzes the impact ofgovernment behavior on the economy in Shenzhen from both the positiveand the negative aspects. Chinese government's right decisions andpolicies are the main reasons of Shenzhen economic development since1978. But some officials' self-interest and government failures havedecreased the accelerating performances of the economy of Shenzhen, tosome degree. The fourth chapter, on the basis of some research fruits, tries toprove the conclusions and manages to work out the "degree" of thegovernment's two contrary behaviors on the economy by setting up themathematic model. The fifth chapter analyzes the ownership system, which is vital toestablish market economy, and concludes that the present ownershipsystem is short of efficiency and that government behavior is closelyrelated to the establishment of it. The sixth chapter finds that Shenzhen economy development hasshow distinct two-phase characteristic from studying its marketizingcourse. And this shows that Shenzhen economy depends highly on ourcountry's favorable policies and that Shenzhen has not yet formedefficient self-development way. Therefore, there are some worries to thesustainable development of Shenzhen economy. The seventh chapter points out that government should show itsemphasis on supporting the development of the private enterprises toavoid the worries and government's negative actions. The eighth chapter looks into our government's functions from anew angle and on the basis of the analysis of the two present economicfunctions of our government, which will probably lead to more efficiencyloss and we should restrict to, tries to define the our government'sfunctions over again. The ninth chapter probes into our government's assessment systemand bureaucracy system and points out that these two systems are themain constrained-stimulated mechanism, which is vital to regulate thegovernment behavior. On the basis of analysis of the present problems,here puts forward some constructive advice as to re-build the governmentassessment system and bureaucracy system.
