Nowadays, the situation of organized crime, grouped and ganged crimes tend to be obvious in Taiwan. The most serious political issue is that the underworld gangs get involved in all kinds of trades to run their businesses by the types of enterprise and organization, even intervene in politics actively, so that cause "money politics. " The same as foreign countries, underworld gangs' evolution is developed from blackgards to gangs to organized crime finally in Taiwan. As the society, politics, economy change fast, the underworld appear diversified and growth-up in recent years.Therefore, this research attempt to put the theory which suits the situation of Taiwan and demand in order by probing into background and reason of the organized crime of Taiwan, and draw lessons from the countries all over the world and organize the crime state and legal system, and view to the organized crime phenomenon of Taiwan finally, including discussion of legal system, enforce system and policy system. It is expected to earn some benefits to legislating, the direction in the future of law enforcement agency, and the work of defending organized crime pass to retrospect of the organized crime phenomenon, current legal system and carry out Taxi self-criticism.The research approach adopts the analytic approach of the references mainly, and uses the scientific method to carry on the local evidential research of the organized criminal phenomenon of Taiwan. Comparative analysis and official statistical data analytic approach are used to carry on the basic research to the organized crimes of Taiwan, namely through the collection, arrangement, discussion, analyses and combination of references to build and construct strategies of completely resisting organized crimes and offer our government the research of developing anti- organized crimes.This research also provides the proper strategies of defending organized crimes in Taiwan. In the aspect of preventing and controlling the organized crimes, over the last 40 years, a series of actions of ridding of underworld in Taiwan have got extraordinary achievement, yet the organized crimes still spread.
