Study On Management System And Policy Of Forest Tourist Resources In China

To perfect the management system of forest tourist resources is the key link of coordinating the relation between tourism development and resource protection, and contributing to the healthy development of forest tourism. Because of the shortage of experience in management, the management system of forest tourist resources in China faces with a lot of theory and practice problems. As a result, the imperfect system have caused such problems as resource destroying, environmental pollution, unreasonable distribution of interests and stated-owned assets loss, etc. To further study on the innovation of management system of forest tourist resources is significant on the theory and practice. The thesis, regards sustainable development theory as guidelines, based on the theories of public articles, innovation of system, property right, adopt the way of combining theory analysis with real example analysis, and combining qualitative analysis and quantitative analysis, uses the experience of management which is from the national park system of the foreign developed country, carries on research and explore to the management system of China's forest tourist resources. The main conclusions from this research are as follow:1. The different basic management modes should be adopted, according to the different kinds and ranks of forest tourist resources. Because the present grading structure of China's forest tourist resources does not reflect the different demands of management and protection, the thesis classifies the forest tourist resources into three kinds by the index of the ecological fragility: ecological, ornamental and the resource of sustainable utilization, and studies the classification method based on grey fixed weight cluster for offering basis to perfect the management system.2. The study designs four kinds of managerial patterns in according with each resource grade, namely state administration, authorized management, government subsidy for resource protection and entrusting management for competitive projection, entrusting management. At the same time, the thesis makes an analysis on the factors that influence the scale of the state-operated forest tourist resources, and analyzes thereasonable block of the state-operated tourist resources in the terms of finance restrain.3. The thesis takes further research the measurements to perfect the distribution mechanism of interests in tourism development of forest resource. In order to ensure the interests of the national owner, it is necessary to perfect the management system of license, to determine the price of management rights by regression analysis and income elasticity of demand, analyze the basic principle of compensation on the forest tourism resources with the economics principle. In order to improve investment structure and increase the fund of resources protection, the thesis suggest that the maintenance cost can be compensated by improving charge and the investment in the construction of infrastructure facilities can be compensated by drawing certain proportion from the ticket income.4. The study is in-depth discussion to government regulation system of development forest tourism resources. Put forward the countermeasure of innovating the regulation organization, founding objective set of government regulation, and perfecting the legal security system of the policy, so as to ensure the management system be put into effect.5. At last the paper studies the policy of perfecting the management system of forest tourist resources. According to the rapid development of forest tourist resources, put forward the suggestion that changing the focal point from quantity development to quality development, playing equal stress on both development and protection, enhancing the confirmation of national-level resources. And study on the policy that promoting the central authorities to coordinate with the local goal and putting the capitalization management of tourist resources in practice.
