New Public Management is a general designation of a series of management reforms which are extensively similar in most of OECD's countries' public sector at the end of 1970s. From 1980s the reform has spread to the field of public education, and brought a profound change of educational management mechanism. The reconstruction of public education has become an important part of the New Public Management movement, not only related to the institutional vicissitude and organizational reconstruction of educational administration, but also with regard to the adjustment and reinventing of the beneficial relationship among the stakeholders. The research of educational management mechanism reform under the influence of New Public Management is helpful to quest for the approaches to solve the problems, such as, building an educational management mechanism accommodated to WTO, reinventing a system of educational administration and service, adapting to the trend of beneficial diversity with the establishment of socialist market economy.The research reviews and discerns domestic and international researchers' discussion about the meaning of three key words that are New Public Management, educational management mechanism, and stakeholder through embryology and comparative method. And on the base of this the author defines these terms, thereby confirming the logical basis of the research. The New Public Management is a theoretical and practical system, including of a series of ideas, technologies and methods, which regards the administrative improvement, organizational reinventing, and the emphasis on the market and competition as the core of the reform in public sector. The educational management mechanism is a system of a series of approaches and methods, which maintains the education system's dynamic equilibrium formed in the process of interaction and mutual restrict, and promotes the education system to make full use of the resource inside and outside. In school's management stakeholder means an individual or a group who has beneficial relationship with the school's operation at present and development in the future and has active behavior that exists in the inner organization and external environment of school in the education system.The occurrence of economic crisis, the influence of neo-liberal idea, the criticism to the old public administration, the change of political background, the push of the international organization, and the development of information technology are the main reasons why New Public Management can come into being and spread widely. New Public Management not only reforms the public sectors, but also makes them change mechanism and adjusts the relationship between the government and society.England, New Zealand, Australia and America have become the pacemakers of New Public Management and the reinventing of public education. These countries' organizational institution, power structure and responsibility mechanism in education already have changed deeply. The reform manages to establish a new equilibrium leaning to the decentralization and market between decentralization and centralization, market and regulation.The beneficial pattern has made an adjustment with the change of educational management mechanism.
