As a significant social problem related to the social stability and the future of a country,the educational achievement of the migrant children has attracted a wide spread attention from the government and the educational circles for a long period.The explicit statement about education in the report of the 18th Party Congress has manifested the great concern on this field.Meanwhile,one of the important steps of realizing good education is to make sure the equal access to education for the migrant children.According to Report on the Development of China’s Migration Population in 2015 issued by the National Health and Family Planning Commission,during the transition period between the end of the 12th Five-Year Plan and the beginning of the 13th Five-Year Plan,the way of floating begins to change from the left-behind children to the migrant children with the increasing stability of the floating population,which will have a huge impact on the bearing capacity of education for the inflow cities,and make the educational achievement of the migrant children more complicated.At present,most of the studies about the education of the migrant children focus on the educational equality based on the compulsory education enrollment,while researches on the comprehensive educational equality including educational chances,educational quality and educational output are much less.Researches from the perspective of pedagogy,demography,and sociology have been widely discussed,while few studies have considered from the perspective of public management.Therefore,from the perspective of public management,this paper will explore the cause-difference of the migrant children and the children of the inflow areas with the social exclusion theory,and probe the feasibility of using the public governance to analyze the educational achievement of the migrant children.Based on this,this paper will put forward a kind of public governance which includes multi-subject,systematic cooperation,strong operability and the maximization of the public interests.This paper will also explore the way of gaining similar educational opportunity and educational resources so as to ensure similar educational output and equal educational service between the migrant children and the children of the inflow areas.
