The educational management of party member is one constant and fundamental key work in the work of Party building. And the actual effect would affect the maintenance of the nature for "two vanguards" directly, would affect the realization of the party’s advanced nature and purity, would affect the thoroughly implementation of leadership, line, principles, and policies of the Party, would affect the fully enhancement of the quality of party members, would affect the full play of leading role of party members, would affect the confirmation of scientific development of the enterprise. After the Third Plenary Session of the11th Central Committee of the Communist Party of China (CPC), and following the deep development of reform and opening up, following the process of modernization drive, as well as the rapid development of socialist market economy, the economic, politic and social life of our nation have been tremendously changed. All these great changes have appeared many new situation and problems in the educational management of party member, especially the work for educational management of party member in the Party building of non-public enterprises would meet unprecedented opportunity and challenge. To carefully analyze and research the new situation and problems faced in the work of educational management of party member in the Party building of non-public enterprises, looking for the key pint between the Party building and the development of enterprise management, to innovate the educational management of party member in the Party building of non-public enterprises, are the practical problems to be solved quickly for all level party organizations and party staffs, especially those in non-public enterprises, and those are also very important practical and theoretical subjects to be researched and answered by the theorists and researchers of the Party building.This thesis would start from the purpose and meaning, overview of the research, then define the connotation and extension of the basic concepts like non-public enterprise, the Party building, education of party member, educational management of party member, and present the fundamental viewpoints, methods and innovative points of the research.The second chapter would be accordance with the general situation of development of non-public enterprises in China, which analyzes the Economic relations and political conditions in the non-public enterprises, and discusses the changes of educational management of party member in non-public enterprises, which including the period of Initial exploitation, the period of steady development, the period of all-round development, and finally summarize the historical experience of educational management of party member in non-public enterprises.The third chapter would objectively analyze s the opportunities and challenges in the condition of socialist market economy. There are four main difficulties in the education of party member in non-public enterprises which are the difficulty to achieve educational full-coverage, the difficulty to initiatively accept the education, the difficulty to organize educational activities, the difficulty to transfer the education result. And the party member management in non-public enterprises has stepped into four difficulties, which are the difficulty to define the identity of party member, the difficulty to implement the regulations and rules, the difficulty to administrate the dependencies of party members, and the difficulty to achieve results of party organization. The factors to affect the actual effects of educational management of party member in non-public enterprises are following five aspects, which are lack of thinking and understanding and responsibility of party organizations and environmental conditions, weak in the targeted content and the Pathway method of innovation etc. The factors to affect the actual effects of management of party member in non-public enterprises are following five aspects, which are the frequent movement of party members, unperfected of the party organization, unified of management model, lag of management practices, weak awareness of the organization of party members etc.The fourth chapter would describe the necessity, urgency and objectivity of the management of private enterprises in the education of party members, and analyse of the special management of private enterprises in the education of party members, such as the nature of the work, the complexity and diversity of the tasks. There are six differences between the demands of party character and the part of benefit pursuit in non-public enterprises, which are the differences between the ideal pursuit and benefit pursuit, between the maintain tradition and healthy mechanism. They are the coherence between the political participation of staffs in non-public enterprise and target of party building, and the unity between the work of educational management of party member in non-public enterprises and demands of socialist market economy in the conditions of the socialist market economy. The fifth chapter would explain the four targets for educational management of party member in non-public enterprises, which are the advancement, purity, people oriented, and serving the people. The content of educational management of party member in non-public enterprises would include the education for ideal and faith of party member, and general knowledge of the party, as well as the education for situation and target, regulations of party, national law and clean, and science and culture, and other professional knowledge, etc., and education for the process, which is to build the party organization, attract party members to participate branch party or party group, educate, examine and identify the party members according to the party regulations, organize party members to participate all kinds of party activities constantly, and inspire the party members to bring the exemplary role into full play. The way for educational management of party member in non-public enterprises would not only focus on the combinations between administrated by the party and be strict with management, between armed with theory and to solve the practical problem, between educational management and production and operation, between classified guidance and highlight the focus, and between inhert with tradition and love to innovate, etc., and to organically integrate the "four points" in the education of party member in non-public enterprises, which are the nature of constancy, pertinence, diversify, and effectiveness with the "four points" in the management of party member in non-public enterprises, which are the nature of regulation, flexibility, classification, and innovation, so as to improve the practical effects of educational management of party member in non-public enterprises. On this basis, proceed from the purpose and significance of the evaluation, the criteria and the indicators of the evaluation, the evaluation methods, and do a good evaluation work of educational management of party member in non-public enterprises.The sixth chapter would focus on the innovation for educational management work of party member in non-public enterprises, which would lies on how to build one organizational system with reasonable structure, coordinated relationship, and virtuous cycle, which means to innovate the leadership mechanism of educational management work of party member in non-public enterprises from the following aspects of leadership of educational management work of party member, which are sense of duty, the definition of responsibility, consolidated fundamental knowledge, and coordination ability; which means to innovate the educational mechanism of party member in non-public enterprises from the construction of education system of party members, from innovative contents, from improve ways, from the construction of activity platforms, from the combination of education for party member and enterprise culture cultivation; which means to strengthen the construction of regular management institution, to improve the measures, to innovate the ways, to build dynamic model, etc.; which means to start from the goal setting, incentive and restraint, effect evaluation, supervision and protection, and etc., to improve the practical protection mechanism in educational management of party member in non-public enterprises; which means to put focus of mechanism for serving the people of party member in non-public enterprises on being more effective on visiting, contacting and solving problems of the people.At the end of the thesis, it would be the summary and prospect of the research. Facing the rapid change of environment and complicated situation, educational management of party member in non-public enterprises is required to closely follow the new trend, new condition and new characteristics, and continuously practice, innovate and improve the level of theory. Innovation is the vital stream of educational management of party member in non-public enterprises, to have innovative research on educational management work of party member in non-public enterprises is mainly focused on build a brand new road, to reach the target, which is to successfully finish the educational work of party member without direct relying on the constraint of administrative power. To deeply understand and implement all the policies and guidelines of the party for party members in non-public enterprises, correctly grasp the characteristics of educational management work of party member in non-public enterprises, following the principles of "required by the enterprises, understood by the entrepreneurs, supported by the staffs, and welcomed by the party members", and closely around the reform of non-public enterprises, and production and operation, to innovate in the content, ways and mechanism of educational management of party member, and to organically integrate educational management of party member in non-public enterprises with production and operation of enterprise, and to appear good trend under the new situation in the education, management and service of party member in non-public enterprises, so as to push the educational management of party member in non-public enterprises to meet the requirements of development of trend.
