Study On The Supply Mechanism Of Urban Public Bicycle In Wuhan From The Perspective Of Stakeholder Theory

Public bicycle as a kind of green environmental protection public transport,with its own advantages of reduce the pressure on urban traffic and promote energy conservation and emissions reduction of the important choice.In April 2009,with the support of municipal party committee and municipal government,in Wuhan city is put forward by the government and enterprise cooperation to provide public bikes,and dragons by Xin logistics company is responsible for the operation of Wuhan city public bike riding the sky company,as an important part of urban green slow traffic system,but finally ended in failure.In November 2014 after the restart of public bicycle project adopted the government dominated the supply of state-owned enterprises operating mechanism.This paper,taking Wuhan city public bike as the research object,to stakeholder theory as the analytical framework,the two stages of the development of Wuhan urban public bicycle supply mechanism separately carried on the thorough analysis,in the hope of summarizing previous failures and prevent the current supply risk,on the basis of optimization of Wuhan urban public bicycle supply mechanism,and efficient operation of Wuhan urban public bicycle project.By the definition of public bicycle,clear public bicycles have the attribute of quasi-public goods,supply mechanism of urban public bicycle in China is analyzed and the theoretical basis;And then illustrates the supply mechanism of urban public bicycle,studies the theoretical basis,establishes the article research foundation.Secondly,based on the supply of Wuhan city public bike mechanism has carried on the case study.Based on the basic situation of Wuhan city public bicycle project and government support corporation leading and dominant state-owned enterprises operating in two different developing stages and analyzes the supply mechanism in,on the basis of stakeholder theory of stakeholders and their interests in Wuhan city bicycle supply demands analysis,thought the government more than the pursuit of public welfare,the purpose of the enterprise more pursuit of economic profits,more is the pursuit of personal interests and the public.And then from the perspective of interests demands analysis of Wuhan city public bike government support private leading reasons for the failure of the supply mechanism and the government's leading state-owned enterprises operating risk.Finally,on the basis of the demand analysis,draw lessons from the successful experience of the domestic typical city public bicycle supply,improve the mechanism of the Wuhan city public bicycle supply policy Suggestions:establish a multiple stakeholders such as government,enterprise and society coordination mechanism of supply to each other,at the same time,the government through perfecting the corresponding laws,regulations and policies,building a diversified interest coordination mechanism,communication mechanism and supervision mechanism to ensure that the stakeholders for multivariate supply of the coordination mechanism.
