Study On Price Analysis And Price Regulation Mode Of Electricity Distribution Market

Present electricity distribution markets (EDM) are all with insufficient competition in China. Thus, researches on EDM have not only prospective, but also practical significances. Since the current power shortage that will last a long period of time, results in the invalidation of the power generation markets in our country, studies on price regulation of EDM are becoming more practical. This dissertation focuses on the above subject and reaches the following main results:1. The fact that the factors influencing EDM price focus presently on the structured price system and the timed price system in China, is demonstrated. Based on this fact, a new calculation method of electricity price sensitivity with considering pre-price affecting is proposed, by using the sensitivity matrix of electricity price and electricity quantity .The method gives more accurate results and offers a kind of price analysis tool for regulators.2. Based on the production function theory, a model of the cost function of electricity distribution utility (EDU) is recommended with applying the method of partial least-square regression. It suggests some performance indexes and a novel method of evaluating the cost function of EDU from a few observations, by which the regulators of EDM can get more accurate estimation of the costs of EDUs.3. Based on the frontier production function theory and the data envelopment analysis approach, an evaluation and analysis method of efficiency of EDU is suggested in order to offer basis for efficiency regulation to EDUs. In addition, two proposed methods, the method of EDU efficiency factor calculation and the method of defining the benchmarking observed group, are derived by which the key problem of RPI-X regulation and yardstick competition regulation can be respectively solved.4. A new method of price regulation of EDM is suggested, and is named 'Combining Yardstick Competition with RPI-X price regulation of EDM'. The new method solves the problem of consideration to both attracting investment and efficiency stimulation. Additionally characteristics of the method are making results stable, usable and flexible. In fact the method is not only a kind of feasible regional price regulation fitting to the actual situation of China EDMs, but also a reference to trans-regions EDM.5. A method to solve the problem of regulation information asymmetry is proposed, which bases on independent component analysis approach. Examples show that the constraints of information asymmetry to price regulation are decreased effectively, and the difficulty and the cost of information collection are also decreased.As we know, this dissertation gives a new comprehensive method of price regulation of EDM at the first time. It adapts not only to an open access EDM but also to the initial stage of an open access EDM.
